Por FactBox Admin

The Ribadeo City Council has definitively approved the Special Plan for Infrastructure and Facilities (PEID) for the expansion of the social premises of the common neighborhood forest of Santa Cruz. The plenary agreement was adopted on March 31, 2026, and the official announcement was published in the Official Gazette of the Province of Lugo no. 236, dated October 15, 2026, with reference R. 2770 and the signature of the mayor Daniel Vega Pérez.
The publication is made in compliance with article 82 of Law 2/2016, of February 10, on Galician land, and articles 144.18 and 199 of Decree 143/2016, of September 23, which approves its regulation. The announcement is dated September 24, 2026, and fully includes the regulations and ordinances of the plan. The affected area is classified by the PGOM of Ribadeo —definitively approved on November 14, 2014, and published in the DOG on December 1, 2014— as rustic land for agricultural protection and rustic land for special forest protection.
Who executes the plan and with what instruments
The development, management, and execution of the PEID correspond to the Neighborhood Community of the Santa Cruz Forest, as it is a plan of private initiative, without prejudice to the competencies attributed to municipal, state, or regional bodies.
- Planned instruments: Common Works Projects and Building Projects.
- Facility use for equipment, according to the rules of the PGOM of Ribadeo (articles 96 to 112, 268, and 413).
- Ordinary works projects for actions complementary to those of building.
Urban planning conditions of the expansion
The specific regulations set the parameters that the new building must meet:
- Maximum occupancy: 20% of the PEID area, within the building movement area.
- Maximum cornice height: G+1 (7 meters), unless expressly justified.
- Front setback: not less than 5 meters from the plot boundary.
- Setback to neighbors: minimum half the height of the building and never less than 5 meters.
- Plot enclosures: maximum height of 2.00 meters, open with metal mesh or grilles.
- Parking: minimum provision of one space for every 100 square meters of buildable area.
- Materials: fiber cement in its natural color is prohibited, and slate is permitted as a roofing material.
Landscape, water, and environmental protection
The plan guarantees the protection of views from the Way of St. James and from the Chapel of Santa Cruz and its protection surroundings, and requires the new constructions to be arranged minimizing the removal of elements of landscape interest.
- Solid fences are prohibited; in rural land, wooden fences with vertical stakes and horizontal boards or stakes of 20 to 30 centimeters with three wires spaced between 4.5 and 5 meters are permitted.
- Slopes or excavations shall not exceed 1.80 meters in height.
- Direct or indirect discharge of water is prohibited without prior authorization from the basin authority; connection to the public sanitation network is considered the preferred option.
- The Galicia Color and Materials Guide and the Guide for the characterization and landscape integration of fencing, both from the Instituto de Estudos do Territorio, are used as references.
Entry into force and public consultation
The effectiveness of the final approval is conditional upon the publication of the agreement in the Official Gazette of Galicia within one month of its adoption, the publication of the regulations and ordinances in the BOP, the registration in the Urban Planning Registry of Galicia, and individual notification to all cadastral owners of the affected lands. The PEID shall have indefinite validity, without prejudice to its revision and possible modifications (article 82.1 of the LSG).
The complete documentation, including the environmental summary, can be consulted in the Urban Planning Registry of Galicia, while the strategic environmental report and the rest of the environmental assessment procedure are available on the CMAOT website of the Xunta de Galicia.
The final approval closes the urban planning processing of a facility that serves the neighborhood community of the common land and is located on protected rural land, such that any future work must respect the established limits of occupation, height, and landscape integration. The text published in the BOP is, from now on, the regulatory reference that will govern the expansion and any complementary intervention in the area.
