Por FactBox Admin

The City Council of Calvos de Randín has definitively approved the Special Plan for the creation of urban land intended for industrial and tertiary uses, a regulation that organizes 48,007 square meters of land in the municipality. The document, dated August 2026, is published in the Official Gazette of the Province of Ourense on October 14, 2026, in section IV. Local Entities, with the official reference R. 2.315. The text includes the ordinances that will govern the future warehouses and plots in the area.
The plan is drafted under article 70 of Law 2/2016, of February 10, on Galician Land, and its Regulation, approved by Decree 143/2016, of September 22, and constitutes the urban planning rules applicable to the total surface of the area delimited in the planning maps. The mayor of the council, Aquilino Valencia Salgado, appears as the signatory of other municipal files published in the same gazette in September 2026.
Entry into force is not immediate. It is conditional upon three procedures:
- The publication of the definitive approval agreement in the Official Gazette of Galicia, with the documentation required in article 82 of the LSG.
- The publication of the regulations and application ordinances in the Official Gazette of the Province of Ourense.
- The registration of the instrument in the Urban Planning Registry of Galicia, in accordance with article 88 of the same law.
The validity of the Special Plan shall be indefinite, without prejudice to any modifications that may be made subsequently.
Five ordinances and two types of business plots
The chapter of particular zonal norms is structured into five ordinances:
- Ordinance 1. Business use plot: comprises plots A1 to A9 (type A) and B1 to B12 (type B), and regulates the construction of roadside warehouses with partial occupation of the plot.
- Ordinance 2. Community equipment: applies to plot C1.
- Ordinance 3. Public open spaces: organizes areas EL-01, EL-02, and EL-03.
- Ordinance 4. Urban services: maximum buildability of 1 m²/m² and maximum height of 3.50 meters on the ground floor.
- Ordinance 5. Road system: roadways, parking lots, sidewalks, and pedestrian zones, without buildings.
The business ordinance establishes the following parameters:
- Minimum plot of 650 m².
- Minimum frontage of 15 meters for type A plots and 20 meters for type B.
- Mandatory front setback of 10 meters (type A) and 14 meters (type B).
- Rear setback of 5 meters for type A plots, with a right-of-way easement of minimum 2 meters in length.
- Side setback of 2 meters for plots A4 and A9 and 5 meters for B13.
- Maximum height of 10 meters and up to two floors above ground level, with the possibility of justifying greater heights based on the requirements of production processes.
- Maximum buildability of 1.10 m²/m² for type A plots and 1.20 m²/m² for type B.
Permitted uses and detailed obligations
In type A plots, tertiary uses in all their variants are permitted, storage up to a maximum of 2,500 m² of the plot, and other industrial uses up to 800 m². In type B plots, both tertiary and industrial uses are permitted in all their variants. In both cases, garage-parking, automobile services, fuel supply facilities, and sports, recreational, urban services, and public administration facilities are compatible.
The regulations require the formulation of a detailed study for plots resulting from groupings equal to or greater than 8,000 m², with the objective of organizing volumes, adjusting levels, and organizing the remaining plot area. When the production or storage area exceeds 750 m², the facility must have an exclusive loading and unloading zone of 4.50 by 9.00 meters within the plot.
Environmental, acoustic, and service conditions
The text establishes an acoustic area of type b), with a predominance of industrial use, and acoustic quality objectives of 70 dBA by day and 60 dBA by night. A perimeter strip of 50 meters for biomass management is required around buildings located less than 400 meters from the mountain.
Regarding urbanization, projects must provide for:
- A water supply with an average consumption of 0.5 liters per second per hectare of net activity area.
- A fire protection network with two 100-millimeter hydrants and two 70-millimeter outlets.
- Underground electrical distribution, telecommunications, and sanitation networks, with a separate sanitation system.
- Plot enclosures with a solid fence of 0.50 meters, completable up to 1.50 meters with transparent elements.
The plan also incorporates a waste management program and landscape integration corrective measures, collected in an impact study that accompanies the document.
Impact
The final approval provides Calvos de Randín with a pool of urban land of nearly five hectares destined for economic activity, with detailed regulation of uses, heights, and buildability that replaces the previous absence of planning for these lands. The regulation opens the way for the installation of industrial and tertiary warehouses, but its effective application remains pending publication in the Official Gazette of Galicia and registration in the regional planning registry.
