Arteixo publishes the final approval of the Casas Novas special plan

The Arteixo City Council publishes this Thursday in the Official Gazette of the Province of A Coruña the regulations and ordinances of the Special Plan for Infrastructures and Facilities (PEID) of Casas Novas, an instrument already definitively approved and registered in the Registry of Territorial Planning and Urban Planning of Galicia. The announcement, number 2026/6100, collects the agreement of the Plenary of the Arteixo City Council of May 28, 2026, and the registration resolution of the General Directorate of Urbanism of July 16, 2026. The full publication of the regulations opens the period to appeal its provisions before the courts.

The plan, drafted under article 74 of the Law 2/2016 of the Galician soil, regulates the detailed uses, the technical and functional characteristics, and the environmental adaptation conditions of the infrastructures and facilities of the equestrian center. The document was signed by the architect Pablo Márquez Martínez de San Vicente and presented on May 8, 2026 (r.e. no. 202699900004874) by Jaime Francisco Carro Merchan, on behalf of PONTEGADEA ESPAÑA SL, the company owning all the plots in the area (File 2024/U035/000001).

The second definitive approval agreement had already been published in the Official Gazette of Galicia no. 112, of June 17, 2026. The registration in the regional registry was carried out in Section II, Book I, Volume V, registration page no. 93, with number ROTPG/P/55/2026. The announcement is signed on September 18, 2026, by Luis Alberto Castro Calvete, councilor delegated in Urbanism matters, by delegation of the mayor (Decree 1243/2025, of May 8, 2025).

Uses and zoning

The only permitted use in the area is for facilities, subdivided into equipment, open spaces and green zones, communication infrastructures, and service infrastructures. Any use not contemplated is prohibited. The planning divides the land into four equipment zones:

• Zone EQ 1.0, existing facilities to the north of the provincial road DP-0507: 70,610.20 m², of which 14,462.32 m² are occupied by buildings.
• Zone EQ 1.1, to the north of the existing equipment: 132,683.34 m².
• Zone EQ 2, to the southwest: 23,164.36 m², with priority health-care use.
• Zone EQ 3, to the southeast: 21,286.08 m², with priority educational use.
• Total equipment: 247,743.98 m².

In zone 1, the priority use is sports linked to the equestrian center; in zone 2, health-care (equine therapy, physiotherapy, hydrotherapy); and in zone 3, educational. Permitted uses include health-care, educational, multiple facilities, cultural, and administrative. Open spaces (EL ordinance) cover 170,106.79 m², do not allow building, and only permit the replacement of non-native trees with native species.

Building and urbanization conditions

The ordinances establish the construction parameters of the area:

• Maximum occupancy per building: 83,570.15 m², or 33.73% of the net surface area.
• Total buildability: 167,140.31 m², equivalent to 0.6746 m²/m².
• Maximum height: 7 meters on the ground floor plus one upper floor (G+1).
• Minimum setbacks of 5 meters and a minimum frontage of 5 meters to public roads.
• Detached typology; the minimum plot shall be the existing one.
• Trees: one tree for every 100 m² built.
• Parking: one space for every 100 m² buildable, with a minimum surface area exceeding 20 m² per space.
• Plot enclosures up to 1.50 meters in height, preferably made of stone.

The plan does not modify the classification of rustic land. The northern zone, intended to maintain its natural state, is affected by the aeronautical easements of the A Coruña airport, in the horizontal approach section 03 with an elevation of 386.3 meters.

Registry, deadlines and appeals

The regulations enter into force upon the publication of the final approval agreement and the document itself, and their validity is indefinite as long as another urban planning instrument of equal or higher rank is not approved. A contentious-administrative appeal may be filed directly against the provisions of the approved regulations before the High Court of Justice of Galicia within a period of two months, counted from the day following the publication of the announcement in the provincial bulletin. The publication is carried out under articles 82.3 and 88.4 of Law 2/2016 and article 70 of Law 7/1985, regulating the bases of the local regime.

The full publication of the regulations closes the administrative process of the plan and provides the neighbors and owners of the Casas Novas surroundings with the complete text of the rules that will govern the uses, heights, and infrastructures of this area of Arteixo, in addition to establishing the deadline to challenge them.
