Xove submits the free transfer of the Punta Galiña estate to public consultation
Por FactBox Admin

The Plenary of the Xove City Council initially approved, in an extraordinary session held on November 2, 2026, the file for the free transfer of the patrimonial asset generically known as Punta Galiña, a rural property valued at 13,044.48 euros. The agreement was published in the Official Gazette of the Province of Lugo, number 255, dated November 6, 2026, in the section of municipal announcements, with reference R. 3025. Starting the day after publication, a fifteen-day period is open for any interested person to examine the file and submit allegations.
The processing of the file is based on Article 83 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, in relation to Article 110.1.f of the Regulation of Assets of Local Entities, approved by Royal Decree 1372/1986, of June 13. The announcement is signed by the mayor, José Demetrio Salgueiro Rapa, dated November 2, 2026, the same day the plenary session was held that gave the initial green light to the file.
The municipal governing board met on the same date to discuss other patrimonial and fiscal matters that are also published in this issue of the gazette. Among them are the modification of the fiscal ordinance regulating the tax for prior notification of first occupation (R. 3026) and the final approval of credit modification number 19/2026, for an amount of 57,700 euros (R. 3027).
The technical sheet of the property
The data accompanying the agreement describe a patrimonial property, under “de propios” ownership, located in the rural area of the municipality. The literary description of the asset includes these elements:
- Denomination: plot Xove-Pena Folgueira, Fulgueiro y Pena Moura, known today generically as Punta Galiña.
- Cadastral reference: 27025A010012620001KO.
- Location: place of Alto de Lago, parish of Lago.
- Nature: patrimonial, with “de propios” ownership.
- Title of acquisition: public deed of sixteen eighty-five, by purchase and sale to Luis Muiño Fidalgo.
- Surface area: 8,600 square meters according to the deed and 15,442 square meters according to the cadastre.
- Valuation: 13,044.48 euros.
- Inventory sheet: not available.
Two surface areas for the same property
The file recognizes a relevant discrepancy between the surface area reflected in the title of ownership and that which appears in the real estate cadastre: the difference exceeds 6,800 square meters, almost double the deeded extension. This duality of figures is one of the points that any interested party may question during the public information process, along with the valuation of the asset itself and the appropriateness of the transfer.
The urban planning determination of the land adds another significant element: it is rural land of special landscape and coastal protection. This regime severely limits the possible uses of the property and conditions any purpose it may be given, both due to its status as protected land and its proximity to the coastline.
Fifteen days to file objections
The City Council of Xove opens the public information process for a period of fifteen days, counted from the day following the publication of the announcement in the provincial bulletin. The call is open to any natural or legal person, not only to those who have the status of a direct interested party in the file.
During this period, persons who wish to do so may:
- Consult the complete file at the municipal offices.
- Appear in the procedure to prove their status as interested parties.
- Submit any objections, suggestions, or claims they deem appropriate.
If no claims are submitted within the established period, the initial approval agreement will become final without the need for a new express plenary pronouncement.
Why it matters
The free transfer of a patrimonial asset is one of the most significant operations in the management of municipal heritage, because it involves removing a property from public use, which then passes into third-party hands without financial compensation. The value of 13,044.48 euros and the status of protected land make the public information process, in cases like this, the primary opportunity for the residents of Xove to monitor both the valuation and the final destination of the Punta Galiña estate.
