The Government has amended the Regulation on Border Crossings and reorganized the lists for international traffic
Por FactBox Admin

The Government of the Republic of Croatia has amended the Decree on Border Crossings and completely restructured the lists of permanent border crossings for international passenger and goods traffic, for international passenger traffic, and for border traffic. The Decree on Amendments to the Decree on Border Crossings of the Republic of Croatia was published in the Official Gazette (Narodne novine) No. 118/2026 of October 16, 2026, under document number 1405. It was issued by the office of the Prime Minister mr. sc. Andrej Plenković at a session held on October 14, 2026.
The legal basis for the amendment is Article 9, paragraph 2 of the State Border Control Act (“Official Gazette”, No. 83/13, 27/16, 114/22, 151/22, and 13/26). The new decree amends Articles 6, 8, and 9 of the existing Decree on Border Crossings of the Republic of Croatia (“Official Gazette”, No. 79/13, 38/20, 68/20, 88/22, and 1/23), whereby each of these articles has been replaced by a new, complete text. This is, therefore, a complete reorganization of the three lists, rather than individual additions.
The Decree enters into force on the eighth day from the date of its publication in the “Official Gazette”, which means that the new border regime applies from October 24, 2026.
Sixteen crossings for passengers and goods
The first article of the Decree replaces Article 6 of the parent decree, which now reads: “Permanent border crossings for international passenger and goods traffic in road transport are:”
- Gunja
- Županja
- Slavonski Šamac
- Svilaj
- Slavonski Brod
- Gornji Varoš
- Jasenovac
- Maljevac
- Ličko Petrovo Selo
- Strmica
- Kamensko
- Vinjani Gornji
- Vinjani Donji
- Klek
- Zaton Doli
- Gornji Brgat
This is the most important list for freight traffic: international road transport of goods is permitted only at these crossings. The list covers crossings toward Bosnia and Herzegovina, from the Slavonian and Posavina routes (Gunja, Županja, Slavonski Šamac, Svilaj, Slavonski Brod, Gornji Varoš, Jasenovac, Maljevac) through the Lika and Dalmatian ones (Ličko Petrovo Selo, Strmica, Kamensko, Vinjani Gornji, Vinjani Donji) to the Neum corridor (Klek, Zaton Doli), along with Gornji Brgat toward Montenegro.
Eighteen crossings for passengers only
The second article replaces Article 8, which regulates permanent border crossings for international passenger traffic in road transport, without goods traffic:
- Hrvatska Dubica
- Hrvatska Kostajnica
- Dvor
- Bogovolja
- Užljebić
- Bili Brig
- Aržano
- Aržano Pazar
- Dvorine
- Orah
- Slivno
- Mali Prolog
- Prud
- Gabela Polje
- Metković
- Imotica
- Čepikuće
- Slano
These are crossings where passengers can cross the border, but freight vehicles cannot use them for international traffic. For the local population living along the border, these crossings are often the only daily route to the neighboring state.
Eleven crossings for border traffic
The third article amends Article 9 and establishes permanent border crossings for border traffic, intended for the crossing of persons residing in the border area:
- Gejkovac
- Pašin Potok
- Kordunski Ljeskovac
- Lička Kaldrma
- Cera
- Jovića Most
- Sebišina
- Podprolog
- Unka
- Vukov Klanac
- Osojnik
These crossings have the most restrictive usage regimes and in practice serve small, seasonal, and agricultural flows of population from border municipalities.
What this means for carriers and passengers
The first list is crucial for carriers: every freight truck in international traffic must exclusively use one of the sixteen listed crossings, so the distribution of these points directly determines routes, waiting times, and transport costs. For passengers, the division into eighteen crossings for international passenger traffic and eleven crossings for border traffic is important, as different rules apply to them regarding who the crossing is available to. For municipalities along the border, a change in the lists also means the possible redirection of local traffic to another crossing.
The Regulation does not contain transitional provisions or deadlines for alignment, but only a provision on entering into force on the eighth day after publication. This means that from October 24, 2026, exclusively the new lists apply, without a period of adjustment for carriers, passengers, and the bodies managing the border crossings.
