Vilalba announces an interim vacancy for an equality agent for five months
Por FactBox Admin

The Vilalba City Council announces a vacancy for an equality agent on an interim basis, full-time and for a period of five months, with a deadline of March 31, 2027. The call, which is resolved by open competitive examination, is published in the Official Gazette of the Province of Lugo no. 237, of October 16, 2026 (R. 2759), under the grant awarded by the Department of Social Policy and Equality for the CIM support Program.
An interim position linked to the CIM support program
The bases are processed under file number 4743/2026, within the personnel selection and post-provision procedure, and are justified by the need and urgency to execute temporary programs that do not respond to permanent needs of the Administration. The program is included in the grant from the Department of Social Policy and Equality (File SI427B-2026-76) for the CIM support Program.
The selected person will provide services as interim personnel for the Vilalba City Council, under the terms of the Regulatory Agreement on the employment conditions of civil servant personnel in the service of the Council (BOP 19/01/2023). The announcement is signed by councilor Eduardo Vidal Baamonde, in Vilalba, on October 6, 2026.
The remuneration for the position, classified in group and scale C1, is as follows:
- Base salary: 900.63 euros.
- Destination supplement: 493.86 euros.
- Specific supplement: 595.51 euros.
Qualifications in equality, sociology, law, or social work
In addition to the general requirements for access to public employment, the bases require possession of the title of Higher Technician in the Promotion of Gender Equality, similar or equivalent. Persons with a Degree, Licentiate, or Diploma in the following areas may also apply:
- Sociology, psychology, law, political and administrative sciences.
- Psychopedagogy or pedagogy, social work, social education, and occupational therapy.
- Other equivalent qualifications in the area of social and legal sciences.
Specialized training in gender equality or gender violence of a minimum of 200 hours is also required, certified by public administrations, universities, or university foundations, except in the case of holding the title of Higher Technician in the Promotion of Gender Equality. CELGA 4 in the Galician language, equivalent or superior, is also required, although those who cannot prove it may pass a knowledge test.
Seven calendar days to submit applications
The deadline for submitting applications is 7 calendar days counting from the day following the publication of the announcement in the BOP of Lugo, using the official model of Annex I, at the General Electronic Registry of the Council or through the means of article 16.4 of Law 39/2015. Applications submitted after the deadline will be definitively excluded.
The process consists of two phases: the competition (merit phase) accounts for 33.33% (maximum 10 points) and the examination (opposition phase) for 66.66% (maximum 20 points). The examination test consists of 25 questions with three alternative answers, 45 minutes, and a minimum of 10 points to pass; those who pass must perform a translation from Spanish to Galician in 30 minutes, graded as fit or unfit. Applicants who pass phase I but do not secure a position will join a job pool in order of score.
The Selection Board will be composed of five members —a president, three vowels, and a secretary— and will aim for parity between men and women. Its composition will be published on the City Council’s Electronic Office.
Functions and syllabus
Annex II details the functions of the position, including:
- Detection of needs in equal opportunities and prevention of gender-based violence.
- Information, guidance, and advice on equality matters.
- Programming and execution of projects to promote equality policies in the territory.
- Preparation of gender impact reports and implementation of municipal equality plans.
- Equality workshops in educational centers and access programs to new technologies for rural women.
The syllabus (Annex III) consists of 40 topics, divided into a general part —Constitution, Statute of Autonomy, local regime, and administrative procedure— and a specific part focused on gender equality, sexist violence, regional and state legislation, and non-sexist communication.
The call temporarily expands the staff dedicated to equality policies in a municipality of the Terra Chá region, with a position funded by regional funds and a very short registration period: only seven calendar days. For graduates in equality, sociology, law, or social work, it is a way of joining the local Administration with a duration limited until March 31, 2027.
