Vilagarcía convoca sete prazas de oficial C2 por promoción interna

The Vilagarcía de Arousa City Council announces seven positions for official of group C, subgroup C2, of the Special Administration scale, which will be filled through a selection process by internal promotion among the career civil servant personnel of the council itself. The bases were approved by Mayoral Resolution of October 13, 2026, and are published in the Official Gazette of the Province of Pontevedra (BOPPO) number 210, Friday October 30, 2026, in the Local Administration section. The deadline for submitting applications is 20 calendar days and begins to count the day following the publication of the call announcement in the Official State Gazette (BOE).

Regulatory framework and publication channels

The bases govern the selection process via the competition-examination route and refer to the general criteria for internal promotion contained in the current III Framework Agreement for the civil servant personnel of the Vilagarcía de Arousa City Council. The full text is published in the BOPPO and on the municipal electronic office, without prejudice to the announcement in the Official Gazette of Galicia (DOGA) and the BOE, which marks the start of the deadline count. Subsequent announcements of the process will be made public on the electronic office and, where appropriate, in the provincial gazette.

The document is signed by the mayor-president, Alberto Varela Paz, in Vilagarcía de Arousa on October 16, 2026, and carries the secure verification code EYWDMSUDNO0ZWBE1. Applicants must be career civil servant public employees of the council with a minimum of two continuous years of service in the Professional Group (AP) and hold the required qualification for access to subgroup C2, in addition to the general requirements of articles 56 and 57 of the recast text of the Law of the Basic Statute of the Public Employee, approved by Royal Decree 5/2015, of October 30.

Seven positions distributed among five areas

The classification of positions approved in the bases is as follows:

  • 1 position for environment official, group C, subgroup C2.
  • 2 positions for public roads official, group C, subgroup C2.
  • 2 positions for electricity official, group C, subgroup C2.
  • 1 position for sports official, group C, subgroup C2.
  • 1 position for cultural facilities official, group C, subgroup C2.

The remunerations correspond to those of subgroup C2 specified in the job position list (RPT), according to the assignment of each post. The tribunal will have a presidency and secretariat occupied by career civil servants of subgroup C2 or higher and three members of subgroup C or higher, and distinct tribunals may be constituted or specialist advisors with voice but no vote may be incorporated according to the branch of knowledge of each position.

Thirty points for merits and sixty for tests

The competition phase, which is not eliminatory, scores up to a maximum of 40 points and evaluates merits documented through evidence. The scale in Annex I values seniority at a rate of 1.2 points per full year of service as a career civil servant of the PA, the performance of positions of a level equal to or higher than the one being contested with 2.4 points, training with up to 5 points, academic qualification with up to 2 points, and Galician language with up to 2 points.

The examination phase is worth a maximum of 60 points and consists of two tests on the common and specific syllabus collected in Annex II, with differentiated sections for public roads, environment, culture, electricity, and sports. The first part is a test of 60 mandatory questions plus 6 reserve questions, with a maximum of 30 points and a minimum score of 15; the second is a practical case proposed by the tribunal, also worth 30 points, with a minimum score of 20. In the event of a tie, preference will be given to the person with the highest score in the examination, then by the greatest seniority, and finally, by the greatest age.

Applications and justification of merits

Applications shall be addressed to the mayor and submitted to the General Registry of the council, or by the means provided for in Law 39/2015, of October 1, within 20 calendar days following the publication of the announcement in the BOE. Each application must include a photocopy of the DNI, a photocopy of the required academic qualification, and the list of alleged merits with supporting documents, originals or certified copies; merits not accredited within the deadline will not be valued. An administrative appeal (recurso de alzada) may be filed against the resolution in accordance with the same regulation.

The publication of the rules opens a process reserved for the council’s own personnel, so there will be no positions open to external candidates: it is an internal promotion within the municipal structure. The call directly affects municipal workers who have been in the Professional Group for at least two years and reinforces maintenance and service areas as visible to the citizenry as public roads, electricity, environment, cultural facilities, and sports. For other interested parties, the useful reference is the municipal electronic office, where the lists and subsequent announcements of the process will be published.
