Vilagarcía convoca oito prazas de auxiliar de biblioteca por promoción interna

The Vilagarcía de Arousa City Council announces eight positions for library assistant, from subgroup C2 of the General Administration scale, through an internal promotion turn and a competitive examination system. The rules were approved by Mayoral Resolution on October 13, 2026, and the announcement is published in the Official Gazette of the Province of Pontevedra (BOPPO) no. 211, corresponding to Monday, November 2, 2026, under official reference 2026076005. This is one of the largest internal turns convened this year by the Vilagarcía council.

Regulatory framework and scope of the call

The specific rules regulate the selection of eight career civil servant positions and are based on the general internal promotion criteria contained in the current III Framework Agreement for civil servant personnel of the Vilagarcía de Arousa City Council. The call is assigned to the Library area and service, with a provision of eight posts and a full-time dedication regime.

The full text of the rules is available on the municipal electronic office, sede.vilagarcia.gal, and the announcement will also be sent to the Official Gazette of Galicia (DOGA) and the Official State Gazette (BOE). The publication in the BOE marks the effective start of the application period.

The turn is reserved for internal staff, meaning it is not open to external candidates. Applicants must meet the following requirements before the application deadline:

  • Be a career civil servant employee of the Vilagarcía de Arousa City Council.
  • Accredit a minimum of two continuous years of active service in subgroup C2 or in the Professional Group.
  • Possess the qualification required for access as a civil servant of group C, subgroup C2.
  • Meet the general requirements of articles 56 and 57 of the Recast Text of the Basic Statute of the Public Employee, approved by Royal Decree 5/2015, of October 30.

Merit competition and practical tests

The process is structured in two phases. The competition phase, which is not eliminatory, grants a maximum of 40 points and its results will be published before the examination, with the possibility of appeal within a period of ten business days. The scale in Annex I distributes the points as follows:

  • Seniority: 1.2 points for each full year of service as a career civil servant, with a pro-rata of 0.1 points per month.
  • Courses: 0.60 points for training of 60 hours or 10 sessions; 0.40 points between 30 and 59 hours; 0.20 points between 10 and 29 hours, with a maximum of 10 points.
  • Academic qualification: 1 point for a qualification higher than the required one and 1 point for a complementary qualification, with a maximum of 2 points.
  • Galician language: 0.5 points for CELGA 3; 1 point for CELGA 4; 1.25 points for basic administrative language and 2 points for superior, with a maximum of 2 points.

The competitive phase is worth up to 60 points and consists of two knowledge tests based on the syllabus in Annex II. The first consists of a written questionnaire of 60 mandatory questions, plus 6 reserve questions, valued at 30 points, with no penalty for errors or blank answers. The second is the resolution of a practical case chosen from three proposed by the tribunal, also worth 30 points. The selection body may establish a minimum cutoff score.

Tribunal, syllabus and submission of applications

The tribunal will be composed of a presidency, a secretariat, and three members, all of whom are career civil servants of subgroup C2 or higher, with the possibility of incorporating specialist advisors with a voice but no vote. The syllabus consists of ten topics covering municipal organization, the rights and duties of public employees, the public library network of Galicia, the processing and organization of funds, reading room services and home loans, the integrated management system Kohba —known as Koha— and the specific functions of the assistant position.

Applications shall be addressed to the mayor and submitted to the General Registry of the City Council within a period of 20 calendar days starting from the day following the publication of the announcement in the BOE, although they may also be sent electronically in accordance with Law 39/2015. Along with the application, a copy of the DNI, a copy of the required academic qualification, and the list of merits with supporting documentation, in original or certified copy, must be provided. All subsequent publicity of the process will be channeled through the municipal electronic office.

The announcement is dated October 22, 2026, and is signed by the acting mayor-president, Tania García Sanmartín.

Eleven internal positions in the same bulletin

The call coincides in the same issue of the BOPPO with the opening of another internal round of five administrative positions of subgroup C1, also approved by resolution on October 13, which brings the total to eleven internal promotion positions published at once by the council. For municipal staff, the call represents one of the greatest promotion opportunities of the year and a sign of the City Council’s commitment to covering library services with its own staff.
