Vigo announces vacancy for the head of the project supervision service

The Vigo City Council calls for the definitive provision of the job position of head of the Project Supervision Office Service (OSPIO) through the specific competition system. The Local Government Board approved the regulatory bases in its ordinary sessions on August 28, 2026, and September 25, 2026, the latter being for the rectification of errors. The call is published in the Official Gazette of the Province of Pontevedra no. 191, on Monday, October 5, 2026, under file 49526/220.

The agreement of the Local Government Board approves the bases contained in Annex I, calls for the procedure, and orders its publication in the provincial gazette and on the Electronic Edicts Board of the Vigo City Council. The announcement with the extract will also be published in the Official Gazette of Galicia and in the Official State Gazette, and the date of the latter shall mark the start of the period for submitting applications.

A technical position of level 26 and 26,681.90 euros

The position appears in the list of job positions (RPT) of the Vigo City Council published in the BOPPO no. 237, on December 11, 2025, with the following characteristics:

• Designation: Head of the Project Supervision Office Service (OSPIO).
• Assignment: Municipal project supervision and technical assistance service.
• Position reference in the RPT: 4430101.
• Scale: Special Administration; Technical subscale (Senior/Middle Technical).
• Group: A1/A2; destination supplement 26.
• Annual specific supplement: 26,681.90 euros.
• Provision system: specific competition.

The required qualifications are a diploma in architecture (42), a diploma in technical architecture (43), engineering (44), technical engineering (53), or superior architecture (75). The functions are those established in the function guides for service head positions published on the municipal Transparency Portal.

Requirements and application deadline

Career civil servants of subgroups A1 and A2 with a minimum seniority of 3 years in the Vigo City Council may compete. Those on voluntary leave for private interest or family grouping, or in special services, must prove a minimum of two years in that situation as of the closing date of the deadline.

The application shall be submitted by electronic means to the general registry of the council within 15 business days starting from the day following the publication of the announcement in the BOE. Along with the application, the following must be provided:

• Authentic copy of the official academic qualification.
• Certification accrediting the status of career civil servant.
• Sworn declaration of functional capacity for the position.
• Documentation accrediting the alleged merits.
• Report for the second phase.

Once the deadline has ended, the applications are binding and the assigned destination is non-renounceable, except upon obtaining another destination through a public call.

Two phases, report and evaluation committee

The competition consists of two phases. The first, based on general and specific merits, is scored up to 40 points and requires a minimum of 20 to proceed to the second. The second consists of the preparation and defense of a report of up to 50 pages, with a 30-minute oral presentation before the committee, valued at up to 10 points. The minimum total score to obtain the position is 25 points.

The evaluation committee is composed of a president, three members, and a secretary, with substitutes, and must respect the criteria of parity and the technical professionalism of the members. Its proposal is binding for the resolving body, and the deadline for resolving the competition is three months from the day following the closing of the application period.

The cessation will be resolved within 3 business days from the publication of the resolution in the BOP, and the assumption of office within 3 business days without a change of residence or 7 with a change. The agreement is signed by the delegated councilwoman for Linguistic Normalization, Education, Human Resources and Training, María Olga Alonso Suárez, and the councilwoman for the Government Area of Security, Contracting, Festivals and Municipal Management, Patricia Rodríguez Calviño.

The call reinforces the municipal technical structure in a sensitive area such as project supervision and technical assistance, and opens a path for internal promotion reserved for career staff of the Concello de Vigo, who must follow the calendar established by the publication in the BOE to avoid missing the deadline.
