Vidreres modifies the POUM to implement social housing on Mediterrània Avenue
Por FactBox Admin

The Plenary of the Vidreres City Council, in an ordinary session on October 13, 2026, initially approved the modification of the municipality’s General Urban Development Plan (POUM) for the implementation of social housing on the cadastral plot 1065601DG8216N0001YD, located in sector UA3, on Mediterrània Avenue. The agreement is published in the Official Gazette of the Province of Girona no. 211, of November 3, 2026 (edicts, no. 9212), with the official reference BOP-2026_0_211_9212, and was signed by the mayor, Jordi Camps i Vicente, on October 15, 2026.
A planning change to create affordable housing
The specific modification affects a concrete area of the municipality’s urban land: the plot in sector UA3, bordering Mediterrània Avenue, where the council intends to enable the implementation of social housing. The initial approval is the first step in the general planning modification procedure and does not equate to final approval, which will be the responsibility of the Territorial Urbanism Commission of Girona once the objections phase is closed.
The approved document includes the modification of the General Plan itself and establishes the necessary determinations so that the plot can accommodate protected housing developments, a figure that the current planning did not provide for in this area.
Suspension of licenses for one month
Simultaneously, the Plenary approved the suspension of the granting of licenses within the scope of the specific modification, in accordance with article 73 of Royal Legislative Decree 1/2010, which approves the Revised Text of the Urbanism Law. The suspension affects:
- Parceling licenses.
- Licenses for construction, renovation, rehabilitation, or demolition of buildings.
- Licenses for installations or expansion of specific activities or uses.
- Other related municipal authorizations established by sectoral legislation.
The measure prevents, during this period, the processing of new permits that could contradict the new planning once approved. A map with the exact delimitation of the area where the suspension operates is attached to the announcement.
One month to examine the file and submit objections
The file will remain on public display for a term of one month starting from the publication of the announcement. During this period, it will be available for anyone wishing to examine it at the electronic headquarters of the Vidreres City Council (vidreres.cat), so that any objections deemed appropriate may be submitted.
The publicity of the agreement is carried out through an announcement in the Official Gazette of the Province of Girona, the Official Gazette of the Generalitat de Catalunya, and in a local newspaper, as required by urban planning regulations to guarantee access to the process for all interested parties.
Who is affected
The agreement has direct consequences for several groups in the municipality:
- The owners of the estate in sector UA3 and the lands included in the area, whose urban planning expectations will be affected.
- The developers interested in building there, who will have to wait for the lifting of the suspension and the final approval of the planning.
- Those seeking affordable housing in Vidreres, who could have access to new protected apartments if the procedure is successfully completed.
The news comes at a time of sustained pressure on the residential market in the Girona regions, where city councils are increasingly resorting to specific planning modifications to gain land destined for protected housing.
