Torres de Segre crea una borsa per cobrir vacants de secretari-interventor

The City Council of Torres de Segre has approved the rules and the call to create a job bank intended to cover, on an interim basis, vacancies and substitutions for the position of Secretary-Intervention of the council. The decision was formalized through a Mayoral Resolution dated November 2, 2026, and is published in full in the Official Gazette of the Province of Lleida (BOP) no. 211, dated November 4, 2026, under the official reference BOP-2026_0_211_9182 and file 686/2026.

The position subject to the call is one of those reserved for civil servants with national qualification, a condition that explains the council’s effort to ensure succession. According to the description contained in the rules, it is a class 3a position, Secretary-Intervention subscale, access group A1, with a destination supplement level of 30 and a specific supplement of 2,096.41 euros per month in 14 payments. The edict, consisting of 17 pages, occupies pages 1 to 17 of the gazette.

The regulatory framework invoked is that of the local public service: Royal Legislative Decree 5/2015, of October 30, approving the revised text of the Basic Statute of the Public Employee; Royal Decree 128/2018, of March 16, on the legal regime of civil servants with national qualification, and Decree 214/1990, regulation of personnel in the service of local entities, among other provisions. Once the job bank is established, the council will submit a proposal for interim appointment to the General Directorate of Local Administration (DGAL) to cover each vacancy or substitution.

Requirements, deadlines and documentation

Applicants must prove, on the closing date of the deadline, the following conditions:

  • Spanish nationality, in accordance with Royal Decree 543/2001.
  • To be at least 16 years old and not exceed the compulsory retirement age.
  • Degree in law, engineering, architecture, or a university degree corresponding to subgroup A1.
  • Not to have been separated by disciplinary proceedings nor disqualified from public office.
  • C1 level certificate in Catalan or equivalent qualification; if not proven, there will be an eliminatory test.
  • Driving license B and functional capacity for the development of the tasks.

Applications are addressed to the presidency of the corporation and can be submitted within 15 business days from the day after the publication of the announcement in the provincial gazette, preferably through the municipal Electronic Office. DNI, academic degree, Catalan certificate, curriculum vitae, and supporting documents for the alleged merits must be attached.

Competitive examination, contest and qualifying tribunal

The process combines an opposition phase and a competition phase. The opposition consists of a practical and eliminatory test on subjects such as local finances, accounting, administrative contracting, assets, administrative procedure, urban planning, personnel, transparency, and compulsory expropriation; it is scored out of 20 points and a minimum of 10 is required to pass. The competition evaluates merits up to a maximum of 10 points:

  • Experience in local administration in national qualification sub-scales: 0.10 points per month, up to 2 points.
  • Other legal, economic, or organizational functions in A1 and A2 positions: 0.05 points per month, up to 1 point.
  • Training of 10 hours or more: up to 1.5 points.
  • Postgraduate degrees, master’s, and doctorates: up to 2 points.
  • Additional academic qualification: up to 1 point.
  • ACTIC certificate: up to 1 point.
  • Knowledge of Catalan and legal language: up to 0.5 points.

The qualifying tribunal will be collegiate and will have a president who is a career civil servant with national qualification, two members from subgroup A1 —one proposed by the Escola d’Administració Pública de Catalunya— and a secretary also from A1. Designation proposals may be requested from the School, the DGAL, and the College of Secretaries, Auditors, and Treasurers.

Two-year validity and telephone calls

The pool will have a validity of 2 years, extendable expressly by mayoral decree for the same period, counting from the first appointment by the DGAL. The order of call follows the final score, and the offer is made by telephone and email: two attempts are made during the working day and, if there is no response, an email is sent with read confirmation and two days to contact the city council. The applicant must express acceptance or refusal within one working day, and the taking of office must occur within a maximum of five business days from the notification of the appointment.

An appeal for reversal may be filed against the agreement approving the bases before the mayor’s office within one month, or directly, a contentious-administrative appeal before the Court of First Instance of Lleida within two months. The document appears electronically signed by the mayor, Axel Ferran Curcó Panadés, dated November 2, 2026.

The call is relevant because the Secretariat-Intervention is a central piece in the daily operation of a city council: it assumes public faith, the auditing of expenditure, and the legal and economic advisory of the council. Having its own pool allows Torres de Segre to reduce the risk of long interim periods or administrative blockages when the position becomes vacant or the holder is absent, a common situation in small municipalities where national qualification positions are difficult to fill.
