Teo reduces the land reserve for protected housing to 8.10%
Por FactBox Admin

The Teo City Council reduces the total land reserve for protected housing in the municipality from 20% and 30% to 8.10%. The agreement was adopted by the Plenary of the Corporation in the ordinary session of May 27, 2026, and is published in the Official Gazette of the Province of A Coruña number 187, of September 30, 2026, under announcement number 2026/6283. The modification affects the General Municipal Zoning Plan (PXOM) currently in force in the council.
A decrease endorsed by the Xunta
The plenary decision replaces the two percentages that the PXOM established for the land reserve destined for protected housing —20% and 30%— with a single 8.10%. The change is based on the Resolution of the Galician Institute of Housing and Land of March 25, 2025, published in the Official Gazette of Galicia number 69, of April 9, 2025.
The PXOM of Teo established two different percentages of land reserve for protected housing, 20% and 30%, which are now void and are replaced by the 8.10% approved by the Plenary. The announcement, titled as a modification of the land reserve percentage for public housing, refers in its text to protected housing, the figure to which that reserve is linked.
The agreement was processed in accordance with article 82 of Law 2/2016, of February 10, on Galician Land (LSG) and article 199 of Decree 143/2016, of September 22, which approves the Regulation of the aforementioned law (RLSG). The regional regulation allows the municipal reserve to be adjusted to the resolution of the regional housing body.
Publication, registration, and entry into force
The plenary agreement was published in the Official Gazette of Galicia number 119, of June 29, 2026. Subsequently, and in accordance with articles 88 of the LSG and 209 of the RLSG, the modification of the PXOM was registered in the Registry of Land Management and Urban Planning of Galicia on September 22, 2026, with the following data:
- Section II, Book I, Volume VI.
- Registration page number 12.
- Registration number ROTPG/P/73/2026.
The publication in the BOP complies with articles 82.3 and 88.4 of the LSG, articles 199.3 and 215 of the RLSG, and articles 70.2 and 65.2 of Law 7/1985, of April 2, regulating the bases of the local regime. The modification will enter into force once 15 business days have passed since the publication in the provincial gazette.
File, appeals, and public access
The plenary agreement approving the modification of the PXOM is available in the urban planning department of the Teo City Council and, in digital format, on the municipal electronic office. The announcement is dated Teo, September 24, 2026, and is signed by the mayor Lucía Calvo de la Uz.
Against the approval agreement, which ends the administrative route and modifies a provision of a general nature, a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Galicia. The deadline is two months starting from the day following publication, in accordance with articles 84.1 of the LSG, 201.1 of the RLSG, 112.3 of the LPACAP and articles 10 and 46.1 of Law 29/1998, of July 13, regulating the contentious-administrative jurisdiction, without prejudice to the possibility of filing any other appeal deemed appropriate.
The reduction of the protected land reserve alters the framework in which developers and landowners in Teo operate and conditions the municipal housing policy: less land mandated for protected housing implies a lower capacity to generate affordable housing through urban planning, while the council remains bound by the 8.10% limit set by the Xunta.
