Teo aproba a modificación número 2 do PXOM sobre normativa e ordenanzas

The Plenary of the Teo City Council definitively approved non-substantial punctual modification number 2 of the General Municipal Planning Plan (PXOM), relating to regulations and ordinances, in the ordinary session of July 29, 2026. The agreement is published in the Official Gazette of the Province of A Coruña (BOP) number 195, of October 13, 2026, under announcement number 2026/6468, and will enter into force 15 business days after said publication.

The modification was promoted ex officio by the Teo City Council and drafted by the municipal architect Ignacio Soto González and the municipal technical architect Olivia Souto Freiría, in a document dated March 2025. The definitive approval agreement was published in the Official Gazette of Galicia (DOG) number 168, of September 4, 2026, and the modification was registered in the Registry of Land Management and Urban Planning of Galicia on October 1, 2026, in Section II, Book I, Volume VI, registration page number 17, under registration number ROTPG/P/78/2026.

Fifteen years of validity and a simplified process

The PXOM of Teo was definitively approved on June 4, 2010, adapted to Law 9/2002 on urban planning and protection of the rural environment of Galicia. According to the case report, after fifteen years, the regulations emerged since then and the difficulties in implementing certain building typologies advise updating specific aspects of the ordinances.

The modification is classified as non-substantial under Article 83 of Law 2/2016, of February 10, on Galician land, and is processed through the simplified procedure of Articles 16 to 18 of Law 1/2019, of April 22, on rehabilitation and urban regeneration and renewal of Galicia, as amended by Law 4/2024, of December 27, on the general budgets of the Autonomous Community for 2025. The case justifies that it does not increase lucrative utilization, does not modify land classification, does not increase global buildability, and does not negatively impact public facilities.

What changes in ordinances U-3, U-3a, N-1 and N-2

The modification affects articles 106.5, 116.5 and 117.5 of the regulations and four ordinances, without altering any PXOM maps:

  • U-3 and U-3a (low-density residential in detached typology): the main building is now located within a 50-meter depth strip from the official alignment, compared to the previous 25 meters.
  • N-1 (traditional rural nucleus): the depth strip is also expanded from 25 to 50 meters.
  • N-2 (rural nucleus expansion): the depth strip is likewise expanded to 50 meters and the use of flat roofs is regulated, which are now permitted alongside pitched roofs.
  • Slopes: the condition declaring parcels or portions of parcels with natural slopes exceeding 30% as non-buildable in ordinances U-3, U-3a, N-1 and N-2 is removed.

Their buildability and occupancy parameters are maintained: 0.3 m²/m² and 25% occupancy in U-3, 0.25 m²/m² in U-3a, 0.40 m²/m² and 50% in N-1, and 0.30 m²/m² and 40% in N-2. The minimum setbacks of 3.0 meters from boundaries and the rear of the plot, as well as the mandatory setback of 3.5 meters from the AC-841 road within the N-2 ordinance areas, are also preserved.

Deadlines, appeals and economic impact

The economic sustainability report concludes that the modification will have no impact on the municipal public treasury, as the new determinations do not derive a need for municipal investment. The economic-financial viability of the document qualifies the economic impact of the action as non-quantifiable.

Against the agreement of definitive approval, which ends the administrative route, a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Galicia within a period of two months starting from the day following its publication. The plenary agreement and the full text are available in the urban planning department of the Teo City Council and on its electronic headquarters. The announcement is signed by the mayor, Lucía Calvo de la Uz, in Teo, on October 5, 2026.

The entry into force of the new urban regime directly affects owners, developers, and the residents of Teo, who have a greater margin to position housing within the plot and to build on sloping land, in addition to being able to use flat roofs in rural core land in extension areas.
