Teià initially approves the urban improvement plan for the Massarosa promenade

The Local Governing Board of the Teià City Council initially approved, in the ordinary session of October 19, 2026, the Urban Improvement Plan no. 4, Economic Activity and Housing at Passeig Massarosa, an instrument that regulates unconsolidated urban land between Passeig Massarosa and Les Aigües Park. The agreement, electronically signed by Mayor Èrica Busto Navarro on October 20, is published in the Official Gazette of the Province of Barcelona on October 28, 2026 (CVE 202610156798) and entails a one-month period to submit allegations.

The plan is framed within the Urban Planning Regulations of Teià and was submitted by the commercial entity 3A REAL ESTATE INVEST S.L. (NIF B56581275), which is the developer. The technical drafting corresponds to J.S.M.F., whom the edict identifies as a civil engineer (roads, canals, and ports) in the text of the agreement. The affected area is a sector of unconsolidated urban land located between Passeig Massarosa and Les Aigües Park, and the name of the plan establishes the two purposes that coexist there: economic activity and housing.

One month to submit allegations

The second agreement subjects the initially approved plan to public information for a period of one month, starting from the publication of the corresponding announcements. The planned publication channels are:

• the Official Gazette of the Province of Barcelona;
• a periodic press newspaper with the widest circulation in the municipal area;
• the notice board of the Teià City Council;
• the municipal website.

During this period, the file will be available to anyone who wishes to examine it, and the documentation will also remain available to citizens electronically through the council’s electronic office. Allegations must be submitted within the aforementioned period.

Document consultation and verification

The edict provides access to the plan via a link to the municipal public consultation space and a validation code, 3MKKD4X7TPM675JYK7D5ZZKKC, which allows the authenticity of the published text to be verified. Verification of the official document can also be done on the verification platform of Teià’s electronic office.

The headquarters of the Teià City Council is at Carrer Pere Noguera, 12, in the municipality, postal code 08329, and is the reference point for in-person inquiries regarding the file.

Sectoral reports and notifications to neighbors

Parallel to the public information process, the third agreement orders the request for reports from public bodies that may be affected by reason of their sectoral competencies, as well as from the companies providing existing urban services in the area. These requests are made according to what is indicated in the technical report issued for this purpose by the municipal architect.

The fourth agreement provides for the personal summons of the owners adjacent to the property subject to the plan for the public information process. It also orders the notification of the agreements to the developer and other interested parties who, where applicable, are identified in the file. With the publication in the bulletin, the one-month period begins to run for all affected parties.

The decision has a direct impact on the neighbors of the sector and on Teià as a whole: the transformation of this area between Passeig Massarosa and Les Aigües park is to establish the uses of economic activity and housing on urban land that is not yet consolidated. Any interested person has one month from the date of publication to influence the project before the initial approval becomes final.
