Tarragona aprova definitivament la modificació de plantilla i de llocs de treball

The Tarragona City Council has definitively approved the modification of the municipal staff and the list of job positions (RLT), with ten newly created positions and five amortizations. The agreement, processed under file G501/7/2026, is published in full in the Official Gazette of the Province of Tarragona on September 29, 2026 (CVE 2026-08706, pp. 1-5), after the Plenary Council initially approved it on July 21, 2026, and no allegations were submitted during the public exhibition period.

The announcement was signed by Jordi Olivan Arques, Head of the Personnel Service of the Tarragona City Council, dated September 15, 2026. The modification is framed within Article 27 of the Regulations for personnel in the service of local entities, approved by Decree 214/1990, of July 30, which allows for the modification of staff based on internal administrative organization criteria, and Article 32 of the same regulation, which reserves the approval of RLT modifications for the plenary. The immediate precedent is the general budget for 2026, initially approved by the Plenary Council on November 21, 2025, and finalized once the claims period closed.

New civil service staff

The first section of the agreement creates eight civil service positions:

  • One position for medium-level local management technician, A2, general administration scale, management sub-scale, to be filled by internal promotion.
  • One position for general administration clerk, C1, administrative sub-scale, by internal promotion.
  • One position for senior technician in cultural outreach and dissemination, A1, special administration scale, special commissions personnel class.
  • One position for medium-level technician in Civil Protection, A2.
  • Two positions for Human Resources technician, A2.
  • One position for Integrated Operational Support technician for Internal Control (TSOI), A2, by internal promotion.
  • One position for specialist technician in graphic design, C1.
  • One position for janitor, C2, by internal promotion.

Additionally, the working hours for position 489, early childhood music education teacher, are modified, increasing from 54.418% to 100%. Conversely, four vacant positions are amortized: 37, medium-level local management technician A2; 35, general administration clerk C1; 620, general administration assistant C2; and 1831, printing assistant C2.

Contractual staff and list of job positions

Regarding contractual staff, the second section creates one position for medium-level community health technician, A2, and one for nursery school educator, C1, both to be filled by a relief worker. Positions 501, nursing graduate A2, and 1783, nursery school educator C1, are declared “to be extinguished” due to partial retirement, and position 462, school premises manager C2, is amortized as it is vacant due to retirement.

The third section reorganizes the RLT with 22 modifications. Among the main ones:

  • Creation of three general administration assistant positions for Citizen Services and two Human Resources technician positions.
  • Creation of one section head position for cultural promotion and transversal action and one group head position for Public Health and Social Services.
  • Transformation of position 1691, section head of Citizenship, into administrative management head of Citizenship.
  • Suppression of vacant positions 12035, printing assistant, and 10990, school premises manager.
  • Modification of functions for position 11992, assigned to Legal Counsel, which loses the legal defense in matters of patrimonial liability, and position 1012, head of the Works Inspection department.
  • New qualification requirements for positions 1166, section head of Budgets, and 1186, head of Fiscal Inspection.

Effects and appeals

The staffing modifications and the RLT (Labor Relations Regulations) modifications linked to them take effect from September 1, 2026. The creation and transformation of positions not linked to the staffing will apply from the resolution of the new provision call, and the remaining RLT changes on the first calendar day of the month following the adoption of the agreement.

Against the agreement, which exhausts the administrative route, an optional appeal for reversal may be filed within one month from the day following publication, or a contentious-administrative appeal before the contentious-administrative section of the Court of First Instance of Tarragona within two months.

The prior negotiation was closed with unanimous agreement at the Negotiating Commission of the labor agreement on June 19, 2026, with the votes of the Corporation, UGT, USOC, and Intersindical-CSC, and with a sufficient majority agreement at the General Negotiation Table for civil servant personnel on June 23, 2026, with the support of the Corporation, CC.OO., and ASEMIT, and the abstention of CSIF, INTERSINDICAL CSC, USOC, and UGT.

The publication closes a process that reorganizes the personnel structure of the Tarragona City Council and directly affects the working conditions and internal promotion prospects of municipal employees, in addition to setting the deadlines for challenging the agreement.
