Por FactBox Admin

The plenary of the Solsona City Council definitively approved on September 24, 2026, the regulatory bases for subsidies for rehabilitation, renovation, and improvement works for housing for the 2026 and 2027 fiscal years, endowed with 980,000 euros. The agreement is published in the Official Gazette of the Province of Lleida (BOP) no. 189, of October 5, 2026, with the official reference BOP-2026_0_189_8048 (edict 8048, pp. 1-12).
The bases are framed within Decree 163/2025, of July 29, for the implementation of Law 11/2022, of December 29, on urban, environmental, and social improvement of neighborhoods and towns, and within the General Subsidies Law 38/2003, of November 17, and its implementing regulation (Royal Decree 887/2006). The stated objective is to mobilize empty or disused housing, rehabilitate properties in poor condition, expand the supply of affordable housing, and expand the municipal Social Rental Bank.
Two programs and 980,000 euros in funding
The call is divided into two programs, charged to budget item 4630 48085:
- Program 1, for housing incorporated into the Social Rental Bank: up to 50,000 euros per dwelling and a maximum of 70% of the certified cost. Funding of 210,000 euros in 2026 and 210,000 in 2027 (420,000 euros in total).
- Program 2, for rehabilitation intended for habitual and permanent housing: up to 25,000 euros per dwelling and a maximum of 70% of the cost. Funding of 280,000 euros in 2026 and 280,000 in 2027 (560,000 euros in total).
The amounts are distributed as 490,000 euros for each of the two years. If a program does not exhaust its funding, the remaining amount may be transferred to the other program or to subsequent years.
Requirements and scope of action
The grants are aimed at housing located in the Special Attention Area (AAE) of the Old Center of Solsona, built before January 1, 2007, whether single-family or multi-family. The following may apply:
- Natural and legal persons who are owners.
- Legally constituted homeowners’ associations, only for Program 2, with a maximum of 50,000 euros per community.
- Community property (joint ownership).
Housing under Program 1 must be unoccupied and remain in the Social Rental Bank for a minimum of 5 years if the owner is a natural person and 7 years if it is a legal person. Program 2 requires the property to be used as a habitual residence, justified by a census certificate or rental contract. The minimum requestable amount is 2,000 euros in both cases.
Tourist Use Housing (HUT) with a valid license and properties with seasonal rental contracts are excluded. Works must not have started before obtaining the license or processing the prior notification, and invoices must be dated after March 2, 2026.
Processing, resolution, and payments
The Old Town Office acts as the instructing body and submits the proposal to the Local Governing Board, which is the competent body to resolve. The procedure is of non-competitive concurrence and is granted in strict order of receipt of applications, with a maximum resolution period of 2 months. Applications are submitted electronically via the municipal electronic office or in person at the Citizen Service Office (OAC).
Payment will be made in two parts: 20% before the start of the works and 80% upon completion. The actions must be executed and justified before December 31, 2027, with the possibility of an extension until December 31, 2028. The granting is conditional upon funding from the Urban, Environmental and Social Recovery Fund for Neighborhoods and Towns of Special Attention.
The agreement, signed by Mayor Judit Gisbert i Ester on September 25, 2026, ends the administrative route. An appeal for reversal may be filed against it within one month, or a contentious-administrative appeal may be filed before the Court of First Instance of Lleida within two months.
The measure has a direct impact on the owners and tenants of the Old Town of Solsona: it mobilizes empty apartments, finances the rehabilitation of aging properties, and expands the municipality’s affordable rental housing stock for two fiscal years.
