Santiago opens free appointment for the Directorate of Technological Planning and Management

The City Council of Santiago de Compostela is seeking a head for the Area Directorate of Planning and Technological Management, a position that will be filled through the system of free appointment. The call is approved by the Resolution of the Councilor-delegate of Economy and Finance, Personnel, Contracting and Modernization of Local Administration of September 15, 2026, and is published in the Official Gazette of the Province of A Coruña number 183, Thursday, September 24, 2026, under announcement number 2026/6143. The annual specific supplement for the position, referring to 2026, is 43,013.24 euros, and the deadline for submitting applications is 15 business days.
The specific bases are supported by article 13 of the revised text of the Law of the Basic Statute of the Public Employee (Legislative Royal Decree 5/2015, of October 30), articles 33 and 34 of Law 2/2015, of April 29, on public employment in Galicia, and article 130 of Law 7/1985, of April 2, regulating the bases of the local regime, modified by Law 27/2013. The process is governed by the principles of merit, capacity, and public competition, with criteria of suitability, competence, and professional experience.
The position has budgetary allocation and is reflected in the personnel framework approved by the Municipal Plenary and published in the BOP of A Coruña number 87, of May 12, 2026. The code assigned in the list of job positions approved by the Local Government Board on July 22, 2026 (BOP of July 29, with correction of errors in the BOP of August 19) is A09.000.00.A.001. The competencies of the area were established by the Mayoral Decree 2026/5729, of May 7, 2026 (BOP of May 22).
Leading digital administration
The Area Directorate of Planning and Technological Management is the governing body responsible for defining, promoting, coordinating, and evaluating municipal policy in digital transformation, electronic administration, information systems, data management, technological innovation, and digital security. The appointed person must lead the evolution of the organization toward an advanced digital administration model, centered on the citizenry and based on administrative simplification and the intelligent use of data.
Among the immediate challenges listed by the City Council in the bases are:
- Development of a Municipal Digital Transformation Strategy.
- Implementation of an integral data governance model.
- Development of an interoperable corporate architecture.
- Simplification and automation of administrative procedures.
- Progressive implementation of artificial intelligence systems.
- Strengthening of cybersecurity.
- Improvement of the citizen experience.
- Development of a model of indicators and dashboards.
- Promotion of a culture of public innovation.
Requirements and conditions of the position
Career civil servants or contractual staff from the State Administration, autonomous communities, local entities, or other administrations may apply. The position may be occupied by civil servants from subgroup A1 or contractual staff from group 1. In the case of civil servants, the destination supplement corresponds to level 30 and the annual specific supplement is 43,013.24 euros; if occupied by contractual staff, the salary supplement will be equivalent to the sum of both.
The appointment will assess managerial competencies and skills (planning, people management, change management, leadership), training in public procurement, electronic administration, information technologies and artificial intelligence, and experience in digital transformation projects or the management of ICT units. The position is subject to special dedication and the incompatibility regime of Law 53/1984, of December 26, as well as the limitations of Law 3/2015, of March 30.
Applications, appointment and deadlines
Applications are submitted electronically through the procedure for the provision of job positions by free appointment of the municipal electronic office, within 15 business days following the publication of the rules in the BOP. Along with the application, a curriculum vitae and a project of between 3 and 10 pages containing strategic lines, objectives, challenges, indicators, and initial critical actions must be provided.
Once the deadline has expired, the Department of Economy and Finance, Personnel, Procurement and Modernization of Local Administration will transfer the file to the Mayor’s Office, which will submit the proposal to the Local Government Board to appoint the selected person or declare the position vacant. The assumption of office shall be within three business days, or one month if a change of residence is involved. An optional appeal for reversal may be filed against the resolution within one month, or a contentious-administrative appeal within two months.
The call defines who will lead the digitalization of the Santiago City Council in the coming years, with a managerial profile that must combine experience in public management and technology. The 15-business-day deadline and the simultaneous publication on the Transparency Portal and the electronic office mark a tight schedule for interested parties.
