Santa Margalida sets the IBI rate for urban properties at 0.60%
Por FactBox Admin

The Santa Margalida City Council has definitively approved the modification of the Fiscal Ordinance Regulating the Real Estate Tax (IBI), which sets a tax rate of 0.60% for urban properties. The agreement, adopted by the Plenary in the session of August 27, 2026, has become definitive after no claims were filed during the public exhibition period and is published in BOIB no. 136 of October 24, 2026, with official reference 10651 (document 1231180).
The full text of the ordinance is made public in compliance with article 17.4 of the Revised Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5. The modification affects article 14, dedicated to the tax quota and tax rates, and replaces the previous wording of the ordinance, which accumulates several revisions published in BOIB no. 180 of 12/30/2003, no. 176 of 12/21/2013, no. 122 of 09/17/2022, no. 170 of 12/28/2024, and no. 164 of 12/13/2025.
Three tax rates according to the nature of the asset
The ordinance establishes increased rates within the limits permitted by the law regulating local treasuries:
- Urban properties: 0.60%
- Rural properties: 0.67%
- Properties with special characteristics: 1.3%
The gross tax quota results from applying the corresponding tax rate to the taxable base, and the net quota is obtained by reducing that amount by the amount of legally provided bonuses. The adjustment is therefore concentrated on the rate applicable to urban properties, which constitute the majority of the municipality’s taxable base.
The origin: the new cadastral value panel
The explanatory memorandum of the ordinance justifies the modification due to the entry into force of the new cadastral values derived from the new Value Panel approved by the Regional Cadastre Management. According to the text, this update has caused a substantial increase in the taxable bases of urban properties, which would generate a progressive and accumulated increase in the tax burden on taxpayers if corrective measures were not adopted.
The City Council maintains that the reduction of the rate is the “essential” adjustment to moderate this impact and maintain tax balance, without introducing new burdens or additional restrictions. The council also argues that the measure avoids automatic collection increases not linked to municipal decisions and complies with the principles of necessity, effectiveness, proportionality, legal certainty, transparency, and efficiency required by Law 39/2015, of October 1.
Entry into force and means of appeal
The sole final provision of the ordinance establishes that the regulation shall enter into force at the moment of its full publication in the official bulletin and shall be applicable as of the following day, and that it shall remain in force until its express modification or repeal is agreed upon.
Against the agreement, which bears the electronic signature of Mayor Martí Àngel Torres Valls dated October 20, 2026, a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of the Balearic Islands, based in Palma, within a period of two months starting from the day after the publication of the announcement, in accordance with Article 46 of Law 29/1998, of July 13.
The decision has a direct effect on all property owners within the municipal district of Santa Margalida, who will see the applicable rate for urban assets fixed at 0.60% in the next tax settlement, although the base on which it is calculated already incorporates the new cadastral values.
