Sant Pere de Ribes leases a private premises for cultural use

Sant Pere de Ribes licita un local privat per a ús cultural

The Sant Pere de Ribes City Council has approved the public tender for the acquisition under a lease agreement, for consideration, of a privately owned property intended for cultural uses in the old center of Ribes. The agreement was adopted by the Local Governing Board in the session of September 15, 2026, subject to the approval of the minutes, and is published in the Official Gazette of the Province of Barcelona on September 28, 2026, with the reference CVE 202610142491 (pp. 1-17). The announcement includes the specific administrative clauses and the expenditure authorizations, and opens the call for the submission of bids.

A ground-floor premises in sector PE-1 of the old center

The property subject to the contract must be an urban premises located within the scope of the Urban Improvement Plan of sector PE-1 Old Center of Ribes (PMU), delimited in the maps of Annex I of the specifications. The required characteristics are:

  • Approximate useful surface area between 70 m² and 150 m².
  • Ground-floor premises with direct access from the street.
  • Free of charges or encumbrances that could affect the lease.
  • Purpose of the property: cultural use.
  • State of conservation: good condition or new construction.

The urban planning clauses that allow cultural use on the ground floor within the scope of the PMU are 7.1* (on streets with a commercial front), 7.2*, 8.1*, and 8.2a*. The contract is qualified as a private contract, in accordance with Article 9 of Law 9/2017, of November 8, on Public Sector Contracts, and the selection is governed by Article 116.4 of Law 33/2003, of November 3, on the Heritage of Public Administrations, and Articles 28 and following of Royal Decree 1373/2009, of August 28.

Budget of 134,900 euros and four years duration

The base tender budget is 111,487.62 euros excluding VAT and 134,900.02 euros including tax. The maximum rent for a premises of 150 m² of useful surface is 2,217.46 euros per month excluding VAT (2,683.12 euros including VAT), a figure set by the high end of the market study by the municipal technical services, which bidders may improve downwards. The maximum tender amount is equivalent to 14.78 euros per square meter of useful surface excluding VAT.

The expenditure is distributed over five annual installments charged to the budgetary application 35000/432/20200:

  • 2026: 8,049.36 euros.
  • 2027: 32,438.93 euros.
  • 2028: 33,412.10 euros.
  • 2029: 34,414.46 euros.
  • 2030: 26,585.17 euros.

The duration of the lease contract is four years and the price will be updated annually according to the year-on-year CPI published by the National Statistics Institute, with a maximum of 3%. Homeowners’ association expenses and any tax linked to the ownership of the premises are included in the monthly price. No security deposit is foreseen, as Article 36.4 of Law 29/1994, of November 24, on Urban Leases, exempts local administrations.

Fifteen business days to submit offers

The deadline for submitting offers is 15 business days starting from the day after the publication of the announcement in the provincial bulletin. Proposals are submitted via the city council’s electronic office in two envelopes: envelope A, containing the administrative documentation, and envelope B, containing the economic offer and technical documentation.

The evaluation criteria total a maximum of 100 points, and any offer that does not reach 50 points will not be admitted:

  • Typology and characteristics of the asset: up to 40 points (useful surface area, state of conservation, age, and accessibility, 10 points each).
  • Location within the PMU area: up to 20 points.
  • Economic offer: up to 40 points, with the highest score for the lowest price per square meter.

Evaluation committee and obligations of the parties

The evaluation committee will be constituted within ten business days following the conclusion of the offer period and will be composed of:

  • David Navarro Miller, councilor for the Housing and Heritage Service, as president.
  • Pere Martínez Teruel, head of the Mayor’s Office, as member.
  • Yolanda Daudén Villalta, head of the Economic Promotion Service, as member.
  • Judit Diaz Garcia, architect of the Housing and Heritage Service, as member.
  • Eva Garrido Juan, head of the Housing and Heritage Service, as secretary.

The lessor must provide the premises with plastered vertical walls and finished flooring, with the installations registered, the energy efficiency certificate and, in the case of new construction, the first occupancy license. The city council, as the lessee, commits to allocating the property to the permitted uses, paying the monthly rent, and adapting the premises to the activity. In the event of the sale of the premises, the lessee will have a preferential right of acquisition according to articles 25 and 31 of the Urban Leasing Law. The processing unit is the Economic Promotion department, located on Major Street in the town of Ribes.

For owners of premises in the old center of Ribes, the competition opens the possibility of renting a property to the city council with a four-year contract and updatable rents; for cultural operators, it represents the incorporation of a new space for cultural use in sector PE-1. The announcement is signed by the mayor, Ana Herrera Bordallo, dated September 17, 2026, and the resolution of the competition will be published in the provincial bulletin and on the municipal electronic office.
