Roquetes crea per decret una borsa urgent d'agents de la Policia Local

The Roquetes City Council has approved the guidelines to establish, as a matter of urgency, a job bank for Local Police officers through a competitive examination system, open access modality. The Mayoral Decree no. 2026-0001821, dated October 21, 2026, also includes the call for selective tests and is published in full in the Official Gazette of the Province of Tarragona on October 28, 2026 (reference CVE 2026-10022, pp. 1-38).

The positions subject to the job bank are for civil servant personnel, classified under the special administration scale, special services sub-scale, subgroup C1, with full-time hours and an annual hour count. The planned schedule is a split shift, although the Body’s Prefecture may designate other schedules and shifts according to service needs. Remuneration will be fixed at the time of filling each need, in accordance with the personnel annexes —with the list of job positions still under preparation—, the Common Agreement of Conditions for Civil Servant Personnel of the Roquetes City Council 2026-2028 and current legislation. The functions will comply with Law 16/1991, of July 19, on local police.

The urgent nature of the process is specified in the purpose of the job bank: to allow the appointment of interim civil servants for expressly justified reasons of necessity and urgency, under the cases of article 10 of Royal Legislative Decree 5/2015, of October 30, for a maximum period of two years from the publication of the final minutes of the process. The decree appears electronically signed by Ivan Garcia Maigí on October 26, 2026.

Twenty calendar days and a fee of 30 euros

The deadline for submitting applications is 20 calendar days counted from the day after the date of the last publication in the provincial gazette or in the Official Gazette of the Generalitat of Catalonia; if the last day is a non-working day, it is extended to the next working day. The applications, addressed to the mayor-president, are submitted using the standardized form available at the general registry and the electronic office, through any of the channels of article 16 of Law 39/2015. Those who submit them through another administration or by administrative mail must notify departamentsecretaria@roquetes.cat within the same deadline.

Examination fees are fixed according to Fiscal Ordinance no. 21:

  • 30.00 euros as a general rule.
  • 15.00 euros (50% discount) for job seekers in a DONO situation, accredited with a certificate from the Public Employment Service of Catalonia.
  • 0.00 euros for unemployed persons who do not receive any benefit or subsidy, with a certificate from the SEPE.

The required documentation includes the ID (DNI), the required degrees or the receipt of payment for the issuance fees, the curriculum vitae, the summary table of merits (Annex 4), the declarations of not having been convicted and of not incurring incompatibility, the tax receipt, and the sworn declaration of commitment to carry weapons (Annex 5).

Seven eliminatory exercises and 40 opposition points

The opposition phase consists of seven exercises, all eliminatory, with a total maximum score of 40 points:

  • Knowledge of Catalan, with an exemption for those who prove intermediate level (B2).
  • Knowledge of Spanish, only for applicants from countries where it is not an official language.
  • General culture: 50 multiple-choice questions in 60 minutes, with a minimum of 8 points out of 20.
  • Theoretical test on the syllabus of Annex 2: 50 questions in 60 minutes, with a minimum of 10 points out of 20.
  • Physical fitness, with the marks and scales by age and gender from Annex 1 and a minimum of 5 points out of 10.
  • Psychotechnical, with an aptitude test, personality test, and interview.
  • Medical examination, with the causes for exclusion from Annex 3.

The basic requirements are Spanish nationality, being 18 years of age and not exceeding the compulsory retirement age, a high school diploma (batxillerat), higher-level vocational training (FP) or equivalent, B2 level of Catalan, and A2 and B driving licenses without limitations.

Merits and call order of the pool

The competition phase, which is non-eliminatory, adds up to 10 points: seniority as an agent (maximum 2), formal education (1), specific complementary training (3), Catalan (1), other languages (1), ACTIC certificate (1), and rewards and distinctions (1). The pool will be ordered by total score; in the event of a tie, the grade from the opposition phase prevails and, if it persists, the complementary training.

The call will be made by telephone and email, with two calls in different time slots and one email. If the person is not located within 24 hours, they lose the right to that call and the process continues with the next person on the list; three failed proposals result in exclusion, and the rejection of the first and second proposal places the applicant in the last position.

The qualifying tribunal will have an odd number of members, with parity between men and women whenever possible, and will be divided into three thirds: civil servant personnel from the City Council, specialized technical personnel, and members proposed by the Department of the Interior, with at least one representative from the Public Security Institute of Catalonia and one from the General Directorate for the Coordination of Local Policies. Regulations prevent there from being a majority of active members from the Roquetes Local Police force. An appeal for reversal may be filed against the approval of the bases within one month, or a contentious-administrative appeal within two months.

The pool will allow the council to cover sick leave and immediate staffing needs without waiting for an ordinary call for applications, and provides applicants from the region with a way to access local public service with a short timeline: the countdown begins the day after the last official publication.
