Reus approves the guidelines to award 132 protected homes in Mas Iglesias

The Plenary of the Reus City Council definitively approved, in the session of September 18, 2026, the rules for the allocation of 132 official protected housing units under a rental regime from the Mas Iglesias development, located at Jaume Vidal i Alcover street no. 24 in Reus. The full text is published in the edict of the Official Gazette of the Province of Tarragona on September 22, 2026, with the reference CVE 2026-08740 and file HABT 37/2026. The resolution dismisses the only allegation presented during the public exhibition period.

The initial approval of the rules took place at the Plenary on June 19, 2026, and the text was submitted for public information through its publication in the BOP of Tarragona on July 1, 2026 (CVE 2026-06083) and on the municipal edicts board. The public exhibition period ended on August 12, 2026, with one registered allegation which the Plenary has dismissed. An administrative contentious appeal may be filed against the definitive approval before the Administrative Contentious Chamber of the High Court of Justice of Catalonia within a period of two months.

A development of 132 apartments in public-private collaboration

The development has been promoted by the Reus City Council and Reus Desenvolupament Econòmic SA (Redessa) through a public-private collaboration with Llogueralia Reus SL, the holder of the surface right, which has constructed the homes and will assume their management through Sogeviso Servicios Gestión Vivienda Innovación Social. The provisional qualification of the development corresponds to file 43-T-0006-23.

Main characteristics of the development:

  • 132 housing units under the general official protected rental regime.
  • 78 two-bedroom apartments and 54 three-bedroom apartments.
  • 6 apartments adapted for people with reduced mobility (3 two-bedroom and 3 three-bedroom).
  • 33 parking spaces for cars, indivisibly linked to some of the homes.
  • Internal useful area between 49 and 74 m² depending on the typology.
  • Rental price of 7.00 €/m² and 3.50 €/m² for annexes, based on 2023 base prices.
  • Initial contract duration of seven years, extendable annually, and a deposit equivalent to one month’s rent plus an additional guarantee of another month’s rent.

Quotas, requirements and income

The 132 housing units are divided into a general quota and two specific reserve quotas, with differentiated lists and a separate draw for each:

  • Contingent 1, general: 52 homes (39%), list A.
  • Contingent 2, young people under 35: 46 homes (35%), list B.
  • Contingent 3A, people aged 65 or older: 12 homes (9%), list C1.
  • Contingent 3B, people with reduced mobility: 6 homes (5%), list C2.
  • Contingent 3C, specific groups: 16 homes (12%), list C3, for single-parent families, people with a disability equal to or greater than 33%, victims of gender-based violence, and large families.

Applicants must be registered and active in the Registry of Applicants for Officially Protected Housing of Catalonia (RSHPO), hold Spanish nationality or a residence permit, not own any other home, and be registered as residents (empadronats) in Reus with a minimum continuous seniority of two years. Regarding income, the cohabitation unit must prove a minimum of 17,165 euros annually for a two-bedroom home and 21,960 euros for a three-bedroom one, and not exceed four times the IRSC: 51,318.29 euros for one person, 52,905.46 for two, 55,180.96 for three, and 57,020.33 for four or more.

Draw, deadlines, and waiting list

The procedure begins with the publication of the rules on the RSHPO website, and all information will be disseminated via the electronic notice board of the Reus City Council. Provisional lists may be contested within ten business days and, once resolved, a draw will be held for each list to determine the selection order and establish a waiting list with a validity of two years.

Successful applicants will have ten business days to provide the documentation required by Llogueralia Reus SL, one month to occupy the home from the signing of the contract, and three months to present the registration certificate (volant d’empadronament). They must also sign the adhesion to the Avalloguer program, managed by the Catalan Land Institute (INCASÒL).

The publication closes a long-awaited process in the Mas Iglesias neighborhood and makes available to families on the waiting list a package of 132 protected rentals with specific reserves for youth, seniors, and vulnerable groups. Due to its volume and the public-private partnership formula, the operation is one of the most relevant public housing actions in the city and sets specific deadlines and criteria that applicants can follow through the municipal electronic notice board.
