The Official Gazette of the Province of Tarragona of October 19, 2026, publishes the Resolution of October 7, 2026, from the Territorial Services of the Department of Enterprise and Labor in Tarragona, which provides for the registration and publication of the collective agreement of PREVENCIÓN DE INCENDIOS SEGURIDAD APLICADA SL (PREVINSA) for the workplaces located at the Ascó and Vandellòs II nuclear power plants. The text, signed by the parties on January 15 and July 14, 2026, regulates the working conditions of the fire protection personnel of these facilities for the 2024-2027 period, with the agreement code 43101131012026. The resolution bears the official reference CVE 2026-09409 and occupies pages 1 to 60 of the gazette.
The processing was not straightforward. According to the background of the resolution, on February 13, 2026, Bárbara Álvarez-Miranda Fernández-Escandón, representing the negotiating commission, submitted the text of the agreement, but the territorial services had to make several requests to correct formal, legitimacy, and content deficiencies. The commission responded with an amendment act signed on July 14, 2026, and with additional documentation submitted on September 25, 2026. The resolution is supported by article 90.2 and 3 of Royal Legislative Decree 2/2015, article 2.1.a) of Royal Decree 713/2010, article 170.1 e) and j) of Organic Law 6/2006, and Decree 162/2026, of September 8, on the restructuring of the Department of Enterprise and Labor. It is signed by the acting director of territorial services, Maria del Mar Giné Serven.
Extendable validity and 1,772-hour workday
The agreement applies to the entire staff of the two workplaces included in the professional classification system, which is organized into three groups: firefighters and team leaders (group I), instrument firefighters and officials (group II), and fire surveillance guards, PCI assistants, and administrative staff (group III). The validity runs from January 1, 2024, to December 31, 2027, including economic effects, and is automatically extended if no party denounces it three months in advance; in the event of a denunciation, the negotiating commission must be constituted within a maximum of five working days.
The annual workday is 1,772 hours of effective work. Organization is carried out with rotating shifts from Monday to Sunday and annual schedules delivered one month before they come into effect. The text provides for three closed-shift models:
- 6T: 42-day cycles with shifts of 8 hours and 10 minutes (morning from 06:00 to 14:10, afternoon from 14:00 to 22:10, and night from 22:00 to 06:10).
- 5T: 35-day cycles with 8-hour shifts.
- 4T: A rotating regime of four shifts for PCI surveillance, limited to defined periods of a maximum of 60 days, such as peak loads or implementation of modifications.
Each center may also agree on a new 12-hour shift with a specific schedule.
Salaries: increases from 2.5% to 2% and CPI clause
The economic chapter sets increases for all professional groups: 2.5% in 2024, 2.5% in 2025, 2% in 2026, and 2% in 2027. If the year-on-year CPI for December exceeds the agreed reference, an additional increase is applied to cover the differential, with a maximum cap of 1%, effective January 1st of the following year; arrears must be paid in the first quarter following the reviewed fiscal year.
Salaries are distributed in 14.5 annual payments. For example, the salary table in Annex I sets the base salary for group I at 1,106.35 euros per month and the estimated total at 20,895.20 euros per year, with collective accident insurance of 49,524.64 euros and a sports allowance of 550.27 euros. Mileage is paid at 0.31 euros per kilometer, and the holiday bonus is doubled for December 26th, January 6th, and the local holiday of Ascó or Vandellòs, August 16th.
Emergency standby and nuclear safety protocols
The agreement dedicates specific articles to the Internal Emergency Plan (PEI) of the plants, in accordance with the technical operating specifications and the requirements of the Nuclear Safety Council. ANAV maintains a PEI locator standby system with an annual schedule that must be publicized one month before the end of the year. The PEI standby bonus has a base of 2,800 euros per year for 2024, and a maximum of 36,520 annual hours are paid for the collective as a whole, provided that ANAV maintains this contractual condition with PREVINSA.
In the locator standby for closed shift substitution, the assigned person must report to the workplace within a maximum of 45 minutes from the notification. The text also regulates stops for refueling, shift changes, and mandatory training, which must be carried out during the working day.
Equality, time tracking, and social rights
The text incorporates a chapter on LGBTI measures, with specific leaves such as 40 paid annual hours for medical consultations for gender affirmation, and mandates the appointment of a person responsible for diversity. It also creates a Joint Committee of eight members, four from the employer side and four from social representation, two per workplace.
Regarding time control, registration is done using the ANAV system at the entrance of the double fence or ECAI, and the staff receives two days for personal matters as compensation. The agreement recognizes the right to digital disconnection and establishes that mandatory training and annual medical check-ups are required due to the nature of the work, which is subject to radiological risk.
The publication closes a negotiation process of more than two years and provides formal coverage, until 2027, for a group that is the first line of response in the event of a fire or emergency at the two nuclear power plants in the province. For the affected workers, the text consolidates working hours, shifts, bonuses, and increases; for the territory, it establishes in writing who must respond and in how much time when nuclear safety requires it.
