Parada de Sil: ata 3.000 euros para reformar pisos de alugueiro

The Parada de Sil City Council has given final approval to the ordinance subsidizing the rehabilitation of homes in the municipality, provided they are intended for habitual and permanent rental for a minimum of three years. The regulation covers up to 80% of the investment, with a cap of 3,000 euros per home, and is published in full in the Official Gazette of the Province of Ourense on October 28, 2026, in section IV (Local Entities), with the official reference R. 2.565. The text enters into force the day following its publication and will serve as the basis for annual aid calls.

The initial approval was agreed upon by the City Council Plenary in the ordinary session of July 31, 2025. The announcement of the public exhibition of the initial approval was published on August 10, 2026, in the provincial gazette. After the public exhibition period passed without claims or allegations, the agreement was elevated to final status in accordance with article 17.4 of Legislative Royal Decree 2/2004, of March 5, which approves the revised text of the Law Regulating Local Treasuries.

The statement of motives of the ordinance justifies the measure based on the need to reactivate the housing stock, combat depopulation, and facilitate the arrival of new families, promoting investment in accessibility, energy efficiency, and habitability to put apartments on the market “at an affordable price.” The annual allocation will be approved by the council itself, and the number of funded homes will depend on the available budgetary credit until it is exhausted. The announcement is signed by the mayor, Aquilino Domínguez Díaz.

Which works can be subsidized

The ordinance details the admissible interventions in any home within the municipal district:

  • Renovation of bathrooms and kitchens.
  • Installation or improvement of the heating system.
  • Improvement of accessibility, with new doors or adapted bathrooms.
  • Thermal insulation, replacement of windows, and LED lighting.
  • Any minor work necessary to improve habitability.

The maximum amount is 80% of the subsidizable investment, with a limit of 3,000 euros per home. Actions that have already been completed before the submission of the application are excluded.

Competitive bidding and requirements

The granting will be processed under a competitive bidding regime, with criteria including social impact, energy efficiency, and the age of the home, among others. The call will establish deadlines, documentation, and valuation criteria; among the required documents are the cadastral reference, budgets, photographs, and the rental commitment.

Beneficiaries may be natural or legal persons who own homes in the municipality and meet these conditions:

  • Be up to date with tax obligations to the state, regional, and local agencies, as well as with Social Security.
  • Not have the dwelling under a rental regime at the time of the application.
  • Commit to designating the property for habitual and permanent rental for at least three years.

Deadlines, obligations, and control

Beneficiaries must execute the works within a maximum period of 12 months, rent the dwelling within six months following the completion of the works, and keep it as a habitual rental for three years from that moment. They are also obliged to inform the city council of any change or modification. Failure to comply with these obligations implies the revocation of the aid and the opening of a file for the total or partial reimbursement of the money.

The grants are compatible with other public or private subsidies, provided that the sum does not exceed the actual cost of the rehabilitation or renovation.

The ordinance arrives in a mountain municipality of the Ribeira Sacra especially exposed to population loss and with an aging and partially empty housing stock. The incentive may drive the rehabilitation of closed apartments and expand the rental offer for those who wish to establish residence in the locality, although its real scope will depend on the credit that the council allocates each year in the calls for applications.
