Payment of 700 euros for road transport will be proportional to the working day
Por FactBox Admin

The Joint Commission of the collective agreement for Road Passenger Transport of the Province of Ourense unanimously agreed that the single payment of 700 euros planned for the year 2025 shall be paid proportionally to the hours worked, such that only those who work full-time for the entire year will receive the full amount. The agreement was signed on September 30, 2026, and published in the Official Gazette of the Province of Ourense on October 27, 2026, in section III (Autonomous Community), by resolution of the Territorial Directorate of the Ministry of Employment, Trade and Emigration of the Xunta de Galicia.
Registration, deposit, and official publication
The Territorial Directorate resolved to order the registration and deposit of the text in the Registry of collective agreements, collective labor agreements, and equality plans of the Autonomous Community of Galicia, as well as the notification to the business and social representation of the negotiating commission and its publication in the provincial gazette. The resolution, dated October 6, 2026, is signed by the territorial director, Marta Vázquez Guzmán, and is processed under file 32/01/0040/2026 and agreement code 32000315011984.
The legal basis invoked is article 90.2 and 3 of Royal Legislative Decree 2/2015, of October 23, which approves the revised text of the Workers’ Statute Law, together with Royal Decree 713/2010, of May 28, on the registration and deposit of agreements; Royal Decree 2412/82, of July 24, on the transfer of functions in labor matters; and regional decrees 42/2024, 49/2024, and 147/2024, which establish the organic structure of the Xunta and the competent ministry.
Constitution of a joint composition commission
The meeting was held at 12:00 p.m. on September 30, 2026, at the headquarters of the Business Confederation of Ourense, at Praza das Damas number 1, for the purpose of formally constituting the body and addressing the interpretation of article 15 of the agreement. Both representations expressly recognized each other’s legitimacy and capacity to grant the minutes.
According to article 5 of the conventional text, the commission is composed of three people representing the social side and three from the business side for the validity of the agreements. The call respected the maximum period of seven working days following the request, and the session was adjourned at 12:30 p.m.
The attendees were as follows:
- For the Provincial Association of Road Travelers of Ourense: Fernando Vila Camino and Antonio Álvarez Martínez.
- For TRANSGACAR: José Carlos García Cumplido.
- For CC.OO.: Juan Carlos García Rubio.
- For CIG: Rubén Requeixo Ribeira.
- For UXT (UGT): Dolores Somoza Regueiro.
What changes in the application of article 15
Article 15 of the agreement, regarding the base salary, establishes that all concepts in the salary tables, except those expressly quantified in the agreement, are updated with the provision that in the year 2025 «a single payment of 700 euros» shall be paid. After deliberation and exchange of positions, the commission interpreted that this amount is not a fixed and uniform sum for all personnel, but is instead modulated based on the time effectively worked and the duration of the working day.
The practical consequence is that the 700 euros function as a maximum reference: they correspond to those who worked the full year on a full-time basis, while persons with part-time schedules or with registration periods shorter than a year will receive the proportional part. This criterion affects all drivers and companies in the sector within the province, by unifying the interpretation of a precept that had generated application doubts.
Procedures and effects
The minutes expressly authorize María José de Miguel Pérez to present, register, and request the publication of the text before the REGCON of the competent labor authority, a procedure that resulted in the registration and official publication.
The agreement is published under reference R. 2.429 and thus closes the first action of a joint body born with the vocation to resolve discrepancies in the application of the agreement through interpretive means, without the need to resort to other conflict resolution mechanisms.
The decision has a direct effect on the payroll of the sector’s workers throughout the province: any person with a part-time contract or with a registration duration of less than a year must review the calculation of the 2025 payment, while companies now have a single and binding criterion to settle it.
