OFAC Removes Burmese National Theint Win Htet From Sanctions List

The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) has unblocked the property and interests in property of a Burmese individual and removed her from the Specially Designated Nationals and Blocked Persons List (SDN List). The determination was made on 9 October 2026 and published in the Federal Register of Thursday, 15 October 2026, Vol. 91, No. 198, page 65620, under document 2026–21085. The notice states that the person’s property and interests in property subject to U.S. jurisdiction “are unblocked and they have been removed from the SDN List.”

The action takes the form of a “Notice of OFAC Sanctions Actions” issued by OFAC, an agency of the Department of the Treasury, and signed by its Director, Bradley T. Smith. The notice cites 31 CFR chapter V as its authority and directs readers to OFAC’s website, ofac.treasury.gov, for the SDN List and additional information concerning its sanctions programs.

The entry had been carried under the tag [BURMA–EO14014], the identifier used for the Burma-related sanctions program, and was recorded as linked to another designated person, ZAW, Thein Win. The notice does not state the grounds for the delisting, nor does it indicate whether the linked entry remains in force.

The notice identifies the delisted individual with the following particulars:

  • Name: HTET, Theint Win
  • Country: Burma
  • Date of birth: 21 May 1999
  • Nationality: Burma
  • Gender: Female
  • National ID No.: 12/LAMANAN155055 (Burma)
  • Type: individual
  • Program tag: [BURMA–EO14014]
  • Linked to: ZAW, Thein Win

Publication and official references

The notice appears in the Notices section of the Federal Register, Vol. 91, No. 198, dated Thursday, 15 October 2026, at page 65620. It was filed on 14 October 2026 and carries the document number 2026–21085, with billing code 4810–AL–P.

The document is a single-person action: the summary states that OFAC “is publishing the names of one or more persons who have been removed” from the SDN List, and the operative paragraph lists one individual. The relevant date for the unblocking is the 9 October 2026 determination, while the publication date in the Federal Register is 15 October 2026.

What changes for operators

  • The person’s property and interests in property under U.S. jurisdiction are no longer blocked.
  • The name has been removed from the SDN List, so the screening obligation attached to this entry no longer applies.
  • The notice does not affect other entries on the SDN List, including the person to whom the delisted individual was linked.
  • Compliance contacts listed in the notice cover global targeting, licensing and sanctions compliance at OFAC.

For banks, exporters and compliance teams that had to freeze assets and reject transactions tied to this entry, the delisting removes an active screening hit and releases previously blocked property. Operators should update their screening lists to reflect the removal published in the Federal Register of 15 October 2026, while noting that the linked designation is not addressed by this notice.
