The IGVS opens the draw for public rental housing in A Rúa
Por FactBox Admin

The Galician Institute of Housing and Land (IGVS) is opening the process to select the awardees, in second or subsequent allocations and under a rental regime, of the public promotion housing available in the municipality of A Rúa (Ourense). The decision corresponds to the Provincial Housing Commission of Ourense, which agreed upon it in a session on October 14, 2026, and made it public through a resolution signed by its president, Pilar Fernández León. The announcement appears published in the Official Gazette of Galicia (DOG no. 210), dated Tuesday, November 3, 2026, in section VI of announcements, with the official reference cfjy6hg2-bx94-roe1-sxq3-v6esb5rq4sz9.
The call is based on Decree 1/2010, of January 8, which regulates the Single Registry of Housing Applicants of Galicia and the allocation of protected housing, and on Decree 253/2007, of December 13, regarding the legal regime of land and buildings promoted by the IGVS. The procedure will be processed in accordance with articles 22 to 30 of the first of these decrees.
The object is not a promotion with a fixed number of properties: the official protection housing of public promotion in the Municipality of A Rúa that, following their corresponding selection processes, are again vacant and available to the IGVS will be allocated for rent, including those that reach that status during the validity of the rules and the definitive lists. A dwelling is considered available from the date of the report from the technical service of the Provincial Area of the IGVS that certifies the habitability conditions and authorizes its availability.
Draw on November 10 before a notary in Ourense
The selection of awardees and reserves will be done by draw among the persons registered or noted in the first section of the Single Registry of Housing Applicants for the Municipality of A Rúa as the preferred municipality and who meet the requirements on the date of the starting resolution. The draw will take place on November 10, 2026, at 1:00 PM before a notary of Ourense designated by notarial rotation; if there is unavailability of the certifying person or force majeure, the definitive date will be published on the IGVS website (https://igvs.xunta.gal/) with a minimum notice of three calendar days.
The order of the list will be determined by the selection order resulting from the draw, and all applicant persons will be included. Being a provisional awardee in the draw does not grant the status of definitive until the required requirements are proven. As dwellings become vacant, they will be allocated in strict order of precedence, and the Provincial Area of the IGVS will determine the dwelling that corresponds to each person based on the best suitability for the composition of the family or cohabitation unit.
Income from 0.7 to 4 times the IPREM and rents at 2%
To access the housing, as the head of a family or cohabitation unit, the following conditions must be met:
- Be registered or listed in section 1 of the Registry of Applicants, under the VPP modality, with the municipality of A Rúa as preferred.
- Accredit weighted income in the last closed fiscal year between 0.7 and 4 times the IPREM, a limit that rises to 4.5 times in the case of large families, according to article 18.1 of Decree 253/2007 and the update approved by the Council of the Xunta on May 4, 2026.
- Reside or work in the municipality of A Rúa, except for emigrants who wish to return and can prove they have resided outside of Galicia for at least five years.
- Not own a home, unless it is proven to be uninhabitable, insufficient, or inadequate, or if they inhabit a home affected by expropriation or eviction not attributable to them, or in provisional emergency housing.
- Not have previously lost a VPP due to eviction, contract termination, or alienation, nor be the owner of rustic or urban properties with a cadastral value exceeding 30,000 euros.
Regarding the economic conditions, the lease agreements will have a validity of seven years from the signing, renewable according to Law 29/1994 on urban leases as amended by Royal Decree-Law 7/2019. The initial annual rent will result from applying 2% to what would be the sale price of the home and annexes according to Decree 253/2007, and the award will only be final upon the signing of the contract and the payment of the deposit. The assignment or subletting, total or partial, is prohibited in all cases under penalty of contract termination.
Waivers, claims, and appeals process
The successful applicant will have a period of ten business days to waive or accept and pay the deposit. Failure to renew the registration in the Registry of Applicants before the final award agreement implies the loss of the right, and the waiver or failure to meet requirements entails exclusion from the list with the effects of article 73.3 of Law 8/2012, on housing in Galicia.
Following the publication of the provisional list on the municipal notice board, that of the Provincial Area of the IGVS, and on the organization’s website —publicity which replaces personal notifications according to Law 39/2015—, aggrieved persons will have ten days to claim before the Provincial Commission, which will resolve the matter within a maximum of three months. Against the resolution of the final list, which ends the administrative route, a motion for reconsideration may be filed within one month or a contentious-administrative appeal within two months. No reservations are established as provided for in article 74 of Law 8/2012 or article 34 of Decree 253/2007, and the falsification or concealment of data will lead to sanctioning proceedings.
The call for applications arrives at the same time as two others from the same commission for the municipalities of Vilamarín and Carballeda de Avia, also published in DOG no. 210. For people registered in the Registry of Applicants with A Rúa as their preferred municipality, the draw on November 10 is the only gateway to public rental housing in the municipality, and the order resulting from it will determine the turn of access to each vacancy throughout the validity of the list.
