The Official Gazette of the Province of A Coruña publishes this Friday, October 30, 2026, the registration of the IV Collective Agreement of Acciona Facility Services, S.A. for the Navantia-Ferrol workplace. The resolution was signed on October 26, 2026, by the territorial director of the Territorial Department of A Coruña of the Ministry of Employment, Trade and Emigration, Juan José Couce Prego, and orders the submission of the text to the gazette for its official publication. The agreement, registered under code 15004611012008, applies to the cleaning services and auxiliary services personnel of the Ferrol shipyard.
The text was signed by the negotiating commission—composed of the works committee and the management representation—on September 1, 2026, in Ferrol. The registration request entered the Registry of collective labor agreements and accords of the Autonomous Community of Galicia (REGCON) on October 15, 2026, following the writing of October 14 from the secretariat of the Galician Council of Labor Relations. The resolution was issued under article 90 of the Workers’ Statute and Royal Decree 713/2010, and was processed after responding to the amendment communication formulated by the governing body itself. The publication occupies pages 1 to 13 of issue 208 of the gazette, with announcement number 2026/6992.
Scope and validity
The agreement applies exclusively to the workers of Acciona Facility Services, S.A. who provide services at the Navantia-Ferrol center (rúa Taxonera s/n, 15403), and personnel with management and administration responsibilities are expressly excluded. The functional scope is limited to cleaning activities and accessory services at the shipyard facilities, depending on any award from Navantia to the company.
- Entry into force: the day following the signature, with retroactive effects from January 1, 2026.
- Validity: until December 31, 2029, with automatic annual extension.
- Termination: must be communicated two months in advance.
Salaries and employment
The agreed increases for the four years of validity are as follows:
- 2026: 3.5%.
- 2027: 3.5%.
- 2028: 4.5%.
- 2029: 4.5%.
A revision clause is also established until the real CPI plus 0.5 annual points is reached. The 2026 table sets a base salary of 1,599.89 euros at the entry level, 2,093.02 euros for specialists, and 2,609.38 euros for supervisors, with a transport bonus between 122.11 and 123.47 euros and four extraordinary payments (July, December, March, and September).
Regarding employment, the company commits to the permanent hiring of 2 people in July 2026, 1 in July 2027, 5 in July 2028, and 5 in July 2029. Likewise, it guarantees a minimum workforce of 104 workers in the plant cleaning area as of December 31, 2029.
Working day, permits, and social protection
The working day is fixed at 1,675.35 hours per year, with the same calculation and distribution as the Navantia-Ferrol personnel according to their agreement (published in the Official State Gazette on February 5, 2026, code 90015672012005). Vacations are 25 working days, and the Virxe do Carme is added as a holiday. The text regulates twenty-three cases of paid leave, including:
- Five working days for the death of a spouse, partner, or child.
- Fifteen calendar days for marriage or civil partnership.
- Twenty annual hours for accompaniment in oncological treatments.
Personnel on temporary disability, due to occupational accident or common illness, receive a supplement up to 100% of their remuneration. The company will arrange a life insurance policy of 25,000 euros for occupational accidents and 15,000 euros for common contingencies, and each worker will have access to an annual credit of up to 1,200 euros, with a global fund of 25,000 euros. For birth or adoption, 500 euros gross are paid.
Subrogation and control of the agreement
Article 24 refers, for the subrogation or assignment of personnel, to Article 33 of the agreement for the cleaning sector of buildings and premises of the province of A Coruña, published in the provincial bulletin on March 23, 2021. The text adds that, if Acciona ceases its activity partially or totally, the companies that replace it must subrogate all personnel, including seniority, an obligation collected in the agreements signed on September 21, 1999, between Navantia and the works committee.
The interpretation and monitoring of the agreed terms correspond to a joint parity commission of eight members—four from the personnel representation and four from management, with the mandatory presence of at least one woman per side—which must resolve issues within a maximum period of fifteen days. The agreement also includes an equality plan and protection for LGTBI people, and a scale of additional vacations for those who access partial retirement with a relief contract: thirty working days with three years’ anticipation, twenty with two, and ten with one.
The publication closes the negotiation of an agreement that safeguards the stability of a sensitive contract at the Ferrol shipyard: it sets increases above 3% for four fiscal years, commits to new permanent hires, and guarantees in writing a floor of 104 jobs until the end of 2029. Furthermore, the text equates working hours, vacations, and leaves with those of the Navantia-Ferrol staff, so that auxiliary services are aligned with the conditions of the center’s main employer.
