Mont-ral aprova un preu públic de 0,32 euros per recarregar vehicles elèctrics

The Plenary of the Mont-ral City Council, in an extraordinary session on November 2, 2026, initially approved the fiscal ordinance creating the public price for the provision of the municipal electric vehicle charging service in the nuclei of Mont-ral and Farena. The rate is set at €0.32/kWh, with an additional fee of €0.05/minute if the vehicle is not removed 15 minutes after the end of the session. The agreement, which also includes the modification of the water tax and the tax for the issuance of administrative documents (exp. 2026 0000315), is published in the Official Gazette of the Province of Tarragona on November 5, 2026, reference CVE 2026-10390, pp. 1-4.

The measure comes after the council installed charging points in the two nuclei of the municipality with the stated objective of facilitating sustainable mobility, promoting the use of low-emission vehicles, and contributing to the energy transition. According to the preamble of the ordinance, the provision of the service generates expenses for the maintenance, management, conservation, and operation of the facilities, making it necessary to establish financial compensation for the users.

A rate for energy and a surcharge for occupied spaces

The public price will be applied to the energy actually supplied, expressed in kilowatt-hours, and the compensation will be calculated by multiplying the delivered kWh by the current rate. The amount is the responsibility of the person who contracts or activates the session, regardless of who the owner of the vehicle is.

The ordinance incorporates a mechanism to prevent spaces from remaining blocked once charging is complete:

  • Courtesy period: 15 minutes from the end of the session.
  • Additional fee: €0.05/minute until the effective vacation of the space.
  • Application condition: it will only be enforceable if the system allows for the accreditation of the actual occupancy time and the management of its collection.
  • Objective: to compensate for the occupancy of the infrastructure and encourage the availability of the point for other users.

The ordinance provides that this surcharge requires prior verification of the legal coverage of the occupancy, the economic justification of the amount, and the technical measurement capacity, and that the conditions are clearly informed before starting the session. Its application is independent of any actions corresponding to traffic and parking violations.

Payment with the MOT application and refunds

Collection will be carried out under a self-assessment regime through the MOT application, which allows for the identification of the charging point, starting and ending the session, and making the payment. The platform will automatically calculate the amount based on the energy supplied and the current rates, without prejudice to other means of payment that must be offered according to sector regulations. The electronic management of the collection does not alter the municipal ownership of the service nor the legal nature of the public price.

In the event of technical incidents, measurement errors, or service interruption, the ordinance provides for checks and, if appropriate, regularization or refund of the unduly collected amount, and establishes that no amount will be required for energy not effectively supplied. The conditions of use require that the points be designated for electric and plug-in hybrid vehicles compatible with the installations, that the equipment be used correctly, and that the vehicle be removed once charging is completed.

The text is framed within articles 41 to 47 and 127 of the revised text of the Law regulating local treasuries, approved by Royal Legislative Decree 2/2004, of March 5, which enables local entities to establish public prices for services of voluntary request also provided by the private sector. The sector framework is completed by Law 24/2013, of December 26, of the electricity sector, and Royal Decree 184/2022, of March 8.

The ordinance will not enter into force until the final approval and full publication of its text in the provincial bulletin. For the time being, the agreement remains subject to public information and hearing of interested parties for a period of 30 days starting from the publication of the announcement, in accordance with article 17 of Royal Legislative Decree 2/2004. If no claim is presented within this period, the agreement will be understood as definitively approved. The announcement is signed by the mayor, Luis Miguel Marín Maestro, dated November 4, 2026.

The impact is twofold: for the first time, users of the charging points in Mont-ral and Farena will have a regulated price for a service that until now had no own ordinance, and the residents of the municipality may object to the overall fiscal package, which also affects the water tax and the tax on administrative documents. The public debate over the next 30 days will decide if the rates proceed without changes.
