Ministru kabinets atsavina īpašuma daļu robežjoslas ierīkošanai uz Baltkrievijas robežas

The Cabinet of Ministers has adopted Order No. 690 “On the expropriation of a part of real estate for the establishment of the state border strip, patrolling strip, and border marker supervision strip of the Republic of Latvia and the Republic of Baltkrievija”. The decision was announced in the official publication of the Republic of Latvia, “Latvijas Vēstnesis”, on November 4, 2026, No. 213 (OP 2026/213), in the section “Constitutional Institutions — Cabinet of Ministers”, under item number 17.

The order was published with its full official title, which simultaneously names both the parts of the object to be expropriated and the three border infrastructure strips for which the property is required. The publication contains the title, the publishing body, and the official document number; the list of specific land units and the conditions of expropriation are included within the order itself.

One object, three strips

Unlike the decisions published in September, whose titles used the plural (“On the expropriation of real estate parts”), the title of Order 690 uses the singular — “On the expropriation of a part of real estate”. This indicates one specific property object.

The strips named in the order:

  • state border strip;
  • patrolling strip;
  • border marker supervision strip.

All three strips refer to the same section of the state border with the Republic of Baltkrievija, and the expropriation of the property part is a prerequisite for their establishment.

Autumn series: already the third decision on border strips

The November order continues a series of Cabinet of Ministers decisions through which the state acquires property parts for border infrastructure needs. Previously published decisions:

  • Cabinet of Ministers Order No. 524 (September 11, 2026, “Latvijas Vēstnesis” No. 175, item 18) — “On the expropriation of real estate parts for the establishment of the state border strip, patrolling strip, and border marker supervision strip of the Republic of Latvia and the Republic of Baltkrievija”;
  • Cabinet of Ministers Order No. 553 (September 18, 2026, “Latvijas Vēstnesis” No. 180, item 32) — a decision of the same title regarding the state border strips of the Republic of Latvia and the Russian Federation;
  • Cabinet of Ministers Order No. 690 (November 4, 2026, No. 213, item 17) — this publication.

The September decisions indicate that expropriation is being carried out in sections and accordingly for both parts of the eastern border — both with Baltkrievija and with Russia.

Border regulations in the same issue

In the November 4 issue, several other items related to border guarding and government work were published simultaneously with Order 690:

  • Saeima has adopted “Amendments to the State Border Guard Law” (law, point 14);
  • Cabinet of Ministers Order No. 681 “On the Council for the Preservation and Development of the Historical Centre of Riga” (point 16);
  • Cabinet of Ministers Order No. 693 on the approval of the project passport for investment 2.1.2.2.i. of the 2nd component of the European Union Recovery and Resilience Facility plan (point 18);
  • Cabinet of Ministers Order No. 694 “On the redistribution of appropriations” (point 19);
  • Cabinet of Ministers meeting minutes No. 60 (point 20).

What this means for border property owners

Expropriation affects private owners’ land directly near the state border, where the state must ensure a continuous strip system — from the border line marking to the width required for patrolling. The order number and title are publicly available, so every owner can check whether their land is mentioned in the document.

Decisions on border infrastructure have been made regularly in recent months: in addition to the September expropriation orders, Cabinet of Ministers Order No. 683 was published on October 29 regarding the establishment of restrictions on crossing the border of the Republic of Latvia–Republic of Belarus and the Republic of Latvia–Russian Federation when performing international irregular passenger transport by bus (No. 209, point 13). Meanwhile, on September 28, the Saeima announced the immediate cessation and further prohibition of the import of grain from the Russian Federation and the Republic of Belarus into Latvia, including in transit (No. 186, point 2).

Together, these documents form a unified policy: border strips are fixed legally and physically, while simultaneously narrowing cross-border flows. Order 690 is the land rights part of this policy — as a result, a specific part of the property is transferred for state needs, and the owner acquires the right to compensation as specified by law, the amount and procedure of which are determined in the order itself.
