Maside pecha o orzamento de 2026 cun cadro de persoal de 51 prazas

The Maside Council now has a definitive general Budget for the 2026 financial year, after the file was elevated to definitive status without any objections. The Official Gazette of the Province of Ourense number 208, dated October 29, 2026, publishes the definitive approval of accounts amounting to 2,652,010.52 euros, which reserve 1,366,547.08 euros —51.5% of the total— for personnel expenses. The announcement, signed by the mayor, José Manuel Iglesias Araújo, is accompanied by the personnel table and the list of job positions of the corporation (reference R. 2.590).

The origin of the agreement lies in the ordinary session of the Plenary on September 30, 2026, in which the budget was initially approved. The file remained open to the public for fifteen business days on the electronic notice board and on the transparency portal of the municipal electronic headquarters, with a prior announcement in the Official Gazette of the Province of Ourense number 189, dated October 2, 2026. As no objections were registered, the agreement was elevated to definitive status in accordance with article 20.3 of R.D. 500/90 and article 169.3 of the recast text of the Law regulating local finances, which is the regulation referred to by the announcement itself.

A budget of 2.65 million with dependence on transfers

The statement of income closes at 2,652,010.52 euros, but its composition reveals the municipal dependence on contributions from other administrations:

  • Chapter I, direct taxes: 627,350.00 euros.
  • Chapter II, indirect taxes: 20,000.00 euros.
  • Chapter III, fees, public prices and other income: 709,200.00 euros.
  • Chapter IV, current transfers: 1,294,630.84 euros, almost half of the resources.
  • Chapter V, patrimonial income: 829.68 euros.
  • Chapters VI to IX (investment allocations, capital transfers, financial assets and liabilities): 0.00 euros.

On the expenditure side, the distribution by chapters is as follows:

  • Chapter I, personnel expenses: 1,366,547.08 euros.
  • Chapter II, current expenses for goods and services: 889,735.61 euros.
  • Chapter III, financial expenses: 8,050.00 euros.
  • Chapter IV, current transfers: 53,896.76 euros.
  • Chapter VI, real investments: 278,781.07 euros.
  • Chapter IX, financial liabilities: 55,000.00 euros.
  • Chapter V, contingency fund: 0.00 euros.

Personnel table: 51 positions and four vacancies

The plenary agreement also approved the personnel table and the annex with the list of job positions, which is reproduced in compliance with article 127 of Legislative Royal Decree 781/1986, of April 18. The resulting structure is as follows:

  • Civil servants: two positions, one for secretary-treasurer (group A1, destination supplement 28) and another for driver-operator (General Administration scale, subordinate sub-scale).
  • Permanent contractual staff: 29 positions, of which 4 are vacant. Notable among these are 10 home help assistants, 4 municipal facility cleaners, 3 general service operators, and one architect (group I, level 23), in addition to a social worker, psychologist, and social educator.
  • Temporary contractual staff: 20 positions, all filled. These include 4 forestry machinery operators from the Xunta de Galicia Suma Talento 26-27 program, 4 operators and one administrative assistant from the Cooperou 2026 program, 3 aquatic service lifeguards, and 8 positions linked to the agreement with the Department of Rural Affairs for the municipal forest fire brigade.

The document clarifies that the four vacancies for permanent contractual staff are covered interimly through provisional assignment, therefore the number of positions does not equate to the number of active workers.

Remuneration, expense allowances, and payroll

In compliance with Article 75 of Law 7/1985, of April 2, regulating the bases of the local regime, the announcement records the amounts allocated for the members of the corporation and for the staff:

  • Attendance at the Plenary: 100.00 euros per ordinary or extraordinary session, except for those with exclusive or partial dedication.
  • Attendance at the Local Government Board and the Accounts Commission: 50.00 euros per session.
  • Exclusive dedication of a councillor: 24,023.76 euros annually in 14 monthly payments, plenary agreement of July 7, 2023.
  • Travel in own vehicle: 0.26 euros per kilometer, according to Order HFP/792/2023, of July 12.
  • Expense allowances for travel outside the locality: governed by Royal Decree 462/2002, of May 24.

The payroll for contractual staff approved for 2026 stands at 813,423.70 euros, a limit which, according to the text, may increase with the granting of new temporary employment programs subsidized by other bodies and with the allocation of productivity and extraordinary bonuses within the planned credit.

One month to appeal before the contentious-administrative jurisdiction

Against the final approval of the budget, a contentious-administrative appeal may be filed directly, in the form and within the deadlines of the aforementioned jurisdiction, according to Article 171.1 of the revised text of the Law regulating local treasuries. The usual period is two months from the day following the publication of the announcement in the provincial bulletin.

The publication closes a budgetary exercise marked by the weight of the personnel chapter, which absorbs more than half of the expenditure, and by the absence of new indebtedness. For the residents of Maside, the document sets out in writing the cost of municipal personnel, how many positions exist, and with which temporary programs part of the services are covered; for the council’s workers, it represents the official reference for the remunerations, allowances, and cost subsidies that can be paid to them throughout 2026.
