Lleida opens a new citizen service office in Secà de Sant Pere
Por FactBox Admin

The Lleida City Council has created, effective October 20, 2026, a Citizen Service Office (OAC) in the Secà de Sant Pere neighborhood, as a registration assistance office. The decision was adopted by the mayor, Fèlix Larrosa Piqué, through a Mayoral decree dated October 13, 2026, which the Official Gazette of the Province of Lleida publishes this Tuesday in issue number 200 (edict 8674, CVE BOP-2026_0_200_8674, pp. 1-3).
The published text provides full publicity of the decree and establishes that the new office “will organically depend on the Department of Good Governance.” It is, therefore, a proximity facility intended for the residents of a peripheral neighborhood of the city, who until now did not have their own registration point and had to travel to the central offices.
Location and organic dependency
The OAC is located at Santa Coloma Street, number 1, postal code 25005 of Lleida, with location coordinates 41.6358657, 0.6284397. The decree expressly qualifies it as a “registration assistance office,” which empowers it to receive and digitize documents addressed to any public administration.
The resolution also orders the update of the information published on the municipal electronic headquarters with the data of this new office and provides for the notification of the decree to various positions and units:
- The councillor for Good Governance.
- The councillor for Participation and Civil Rights.
- The municipal Executive Director.
- The heads of the different affected administrative units.
Hours and closing periods
The office will open on business days with a differentiated calendar according to the time of year. From October 1 to May 31, the hours will be from 9:00 to 14:00 on Mondays, Wednesdays, Thursdays, and Fridays, while on Tuesdays they are extended from 9:00 to 14:00 and from 16:00 to 18:00. During the summer schedule, from June 1 to September 30, and on early departure days fixed in the annual labor calendar of the Lleida City Council, the service will operate from Monday to Friday from 9:00 to 14:00. Days declared as official holidays are excluded.
The decree also fixes three closing periods to the public:
- Christmas: from December 22 to January 8.
- Holy Week: the week according to the official calendar and the following week.
- Summer: the month of August.
Registration, payments, and census registration
The functions of the new office are addressed to interested persons or their representatives when dealing with persons not obliged to relate electronically with the Administration. The decree lists seventeen, including:
- Provide information on the services and procedures of the Lleida City Council.
- Digitalize requests, writings, and paper communications and record them in the General Electronic Registry.
- Issue the receipt that certifies the date and time of document submission.
- Issue authentic electronic copies of documents provided by citizens.
- Provide information on electronic identification and signature and assist in their use.
- Process payment facilities: bank direct debits, installments, and personalized plans.
- Update the tax data of interested parties and issue letters and payment justifications.
- Issue individual residence registration certificates (empadronament).
- Carry out notifications when the interested party appears spontaneously at the office.
- Initiate the processing of the in-person apud acta power of attorney provided for in Article 6 of Law 39/2015.
- Make available individual application models and mass submission forms.
The text adds an open clause for “any other functions legally or regulatorily attributed to them.”
Publication and appeals
The decree orders the publication of the resolution in the Official Gazette of the Province of Lleida and on the City Council’s electronic notice board. Against this act, which exhausts administrative remedies, an optional appeal for reversal may be filed before the body that issued it within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Section of the Court of First Instance of Lleida within two months, in accordance with Articles 123 and 124 of Law 39/2015 and Article 46 of Law 29/1998.
The creation of the OAC responds to the desire to deploy the municipal registry beyond the center and bring administrative procedures closer to the neighborhoods. For the residents of Secà de Sant Pere, the facility means being able to submit applications, set up direct debits, or request registration certificates without traveling, a service especially relevant for people who are not required to operate electronically.
