Les Avellanes tenders the renovation of Cal Capellà for sociocultural uses
Por FactBox Admin

The City Council of Les Avellanes i Santa Linya has opened the tender for the structural renovation and sociocultural adaptation of the Cal Capellà building, the village’s former rectory. The Extraordinary Plenary Session of October 22, 2026, approved the particular administrative clauses and technical specifications governing the work, and the call for tenders via a simplified open procedure, with publicity, is published in the Official Gazette of the Province of Lleida (BOP) no. 204, of October 26, 2026 (CVE BOP-2026_0_204_8851, edict 8851, pp. 1-2).
The announcement is an edict of initial approval of the specifications and, simultaneously, a call for tenders. The contracting authority is the council, which signs the document through the mayor, Lídia Ber Salmons, with an electronic date of October 22, 2026. The chosen process is a public tender via a simplified open procedure, and both the award criteria and the specific participation requirements refer to what is established in the particular administrative clauses.
Documentation and information regarding the contract can be obtained at the City Council of Les Avellanes i Santa Linya, at carrer Baixada de l’Església, 3-5, Les Avellanes (25612), by telephone at 973454004, and at the council’s electronic office and contractor profile (avellanes.ddl.net).
A building from 1900 with three floors and a basement
The object of the contract is the structural consolidation of the building and the adaptation of the ground floor for sociocultural uses. It is the former rectory of the church of Les Avellanes, located at carrer Baixada de l’Església, 4, in the same town, with cadastral reference 4722801CG1442S0001EH.
- Built area according to the cadastre: year 1900, although the construction typology suggests a much older initial construction.
- Height: three floors and a basement.
- Facades: three facades, one party wall, and a gable roof.
- Access: one on the main facade, facing north, with a direct view of the church and the Plaça del Planell, and another on the Baixada de l’Església, facing west.
- Utilities: the property already has electricity, potable water, and a sewage connection.
The renovation does not affect the initial volumetry of the building: only the body added to the roof is removed. The project aims to preserve the building with its historical character.
Intended uses for the ground floor
The adaptation of the ground floor is specified for three purposes:
- A space for meetings and for the storage of materials for the village’s cultural associations.
- A space for small exhibitions.
- The creation of a functional public restroom.
Furthermore, the document indicates that on the first floor there is a former dwelling that could be rehabilitated in the future for use as social housing, a possibility that the edict presents as a subsequent scenario and not as part of the work currently being tendered.
Twenty business days to submit offers
The competition schedule is set in two moments. The deadline for submitting proposals is 20 business days starting from the day following the publication of the administrative clauses specifications and the rest of the legally established documentation on the contractor profile. Offers can be delivered to the City Council registry, either in person or electronically, during the face-to-face service hours from 09:00 to 14:00.
The Contracting Board will be constituted on November 26, 2026, at 9:00 AM in the Plenary Hall of the City Council of Les Avellanes and Santa Linya. The documentation to be presented by interested companies is that determined by the particular administrative clauses specifications.
The edict does not detail the tender amount or the base budget of the work in the published text, so this data must be consulted on the council’s contractor profile.
The tender comes at a time when small municipalities in the Lleida Pre-Pyrenees are seeking financing to rehabilitate built heritage and convert it into local facilities. For construction companies in the area, the Cal Capellà project is an opportunity to access a public contract for structural renovation in a unique building, with the added complexity of intervening in a century-old construction without altering its volumetry. For the residents of Les Avellanes, the project should allow for the recovery of a disused property and provide the village with spaces for associations, exhibitions, and accessible services.
