La Fundació Alosa de Lleida segella el conveni laboral fins al 2031

The Generalitat de Catalunya has ordered the registration and publication of the collective labor agreement of the Fundació Privada Alosa, in effect from October 2, 2026, to October 2, 2031. The resolution, signed on October 21, 2026, by the director of the Territorial Services of the Department of Enterprise and Labor in Lleida, appears in the Official Gazette of the Province of Lleida number 206, dated October 28, 2026, with the reference BOP-2026_0_206_8854 (pages 1 to 17). The agreement carries the code 25100332012026.

A company agreement for a guardianship entity born in 1994

The text is a company collective agreement and is negotiated under articles 82 and following of the Workers’ Statute. The entity is the successor of the Fundació Tutelar Alosa, created on March 14, 1994, by families concerned about the future of their children cared for at the Fundació Aspros; today, as the Fundació de Suport Alosa, it provides support to people with intellectual or developmental disabilities and/or mental health problems in the province of Lleida.

The negotiating commission consisted of:

  • Ramon Mateu Roure, president of the entity, representing the Foundation, assisted by the legal advisor with a voice but no vote.
  • Francisco Javier Colomes Remolins, elected legal representative of the workers, assisted by the union Confederació General del Treball, with a voice but no vote.

The XVI Convenio colectivo general de centros y servicios de atención a personas con discapacidad (code 99000985011981) applies as a supplementary regime. The territorial scope is the province of Lleida, without prejudice to future changes in the unit of centers and services.

Working day of 1,653.6 hours and on-call shifts 365 days a year

The agreement maintains an annual working day of 1,653.6 hours, with a daily reference of 7 hours and 48 minutes (39 weekly hours), preferably on an intensive schedule and with the 30-minute break counted as effective time. The reference service hours are from Monday to Friday, from 8:00 to 17:00, with organizational flexibility of up to 10% of the annual working day.

On-call shifts cover emergencies 365 days a year: from Monday to Friday from 16:00 to 9:00 the following day and 24 hours on holidays and weekends. Assignment is voluntary, by semester, and registrations or withdrawals must be communicated before the preceding June 30 or December 31. Availability time does not count as effective work and is remunerated with the amounts in Annex 1.

Regarding working time, the text also regulates occasional teleworking, the right to digital disconnection, and the commitment to draft a video surveillance and geolocation protocol.

Salaries, supplements, and review linked to public funding

The monthly base salary by category ranges from 1,466.94 euros for receptionists or assistants up to 2,609.82 euros for management, including 2,487.57 (deputy management), 2,261.42 (senior technician), 1,961.96 (support referent), 1,874.43 (intermediate technician), and 1,629.94 (support assistant and administrative assistant). Remuneration is distributed in fourteen payments.

Supplements include:

  • Seniority: 35.19 euros per three-year period, with a maximum of seven.
  • Area coordination: 10% of the base salary.
  • On-call service: 100 euros per week, 50 euros per holiday, and 100 euros per special holiday, with higher amounts for those with two years of seniority.
  • Mileage: 0.42 euros per kilometer; half-day allowance of 18 euros and full-day allowance of 36 euros; 20 euros per overnight stay.
  • One-time bonus: one monthly salary upon completing 25 years of service or upon retirement with 20 years of seniority.

The salary review is annual and linked to funding: at least 20% of the increase in public funding per position, module, or tariff will be allocated to increases. If there are no funding increases for three consecutive fiscal years, an increase equivalent to the average CPI of the previous three years is activated.

22 vacation days and temporary disability supplements

Staff will have 22 working days of annual vacation and 15 days of non-recoverable paid leave, usable until January 31 of the following year. Leave includes 15 days for marriage or start of cohabitation, 2 to 4 days for the death of relatives depending on the degree, 5 working days for the hospitalization of relatives, and up to 4 days for inability to access the workplace.

In cases of temporary disability, the Foundation supplements the benefit up to 100% of fixed remuneration for 12 months in the event of a work accident or professional illness, and up to 75% for common contingencies. Minimum insurance policies are also established: 12,020.24 euros for death and 24,040.48 for permanent disability in accidents, and 600,000 euros for operational civil liability.

The economic effects of the base salary, seniority, coordination and management supplements, and the proportional part of the extraordinary payments are retroactive to January 1, 2026. Termination of the agreement requires sixty days’ notice and, without termination, it is automatically extended annually.

Registration in the Registry and deposit of collective agreements, collective labor agreements, and equality plans of the Territorial Services in Lleida provides formal coverage for a workforce working with people in situations of vulnerability, and turns the text into the mandatory reference framework for any labor dispute within the entity for the next five years.
