The Provincial Council of Lleida urgently approves the internal mobility guidelines
Por FactBox Admin

The Diputació de Lleida has urgently approved the general bases regulating internal mobility through transfer competitions for the job positions of the corporation and its autonomous bodies. The agreement was adopted by the Governing Board in ordinary session number 32/2026, held on October 5, 2026, and is published in the Official Gazette of the Province of Lleida (BOP) no. 192, of October 8, 2026, with the official reference CVE BOP-2026_0_192_8400 (pp. 1-4).
The approved text establishes the framework so that staff can change their destination within the same institution, with the stated objective of promoting professional careers and filling vacant positions “quickly and with the most suitable person.” The regulation implements the provisions of Legislative Decree 1/1997, of October 31, on public service in Catalonia; Law 7/1985, of April 2, regulating the Bases of the Local Regime, and Royal Decree 364/1995, of March 10, on the provision of job positions. The agreement was signed by the deputy for Human Resources, Sandra Castro Bayona, by delegation of Decree 3117, of July 26, 2023, on October 7, 2026.
A merit-based competition for base positions
The provision system will be a merit-based competition. Career civil servants and permanent contractual staff of the Diputació de Lleida or its autonomous bodies who meet the requirements on the closing date for applications may apply.
Internal mobility transfer competitions may only include so-called base positions, i.e., those that are part of the fundamental operational or technical structure and perform functions that are common or extrapolatable to different services. Management positions and singular positions will be excluded from this circuit and will be filled through the job position provision competition system.
Each call for applications must specify, at a minimum, the following aspects:
- Calling entity or service, workplace, and functions of the position.
- Deadline for submitting applications.
- Specific requirements and demands according to the job position list (RLT).
- Merits to be valued and the scoring scale.
Scoring scale: seniority, training, and qualifications
The evaluation of candidates is divided into three sections, with a maximum of 10 points:
- Services provided to the Diputació de Lleida in the same position being contested: 0.50 points per year worked, up to a maximum of 5 points.
- Training and professional development courses related to the subject of each call and issued from the year 2000 onwards: up to a maximum of 3 points, provided they are accredited by official public centers or private centers with a recognized degree.
- Academic qualifications relevant to the position: up to a maximum of 2 points. Qualifications required to participate in the call, as well as degrees of a lower or higher level used to achieve them, will not be valued.
Deadlines, commission and resolution
The deadline for submitting applications is 10 business days counting from the day after publication on the corporate intranet. Within a maximum of one month from the closing of the deadline, the resolution approving the provisional list of admitted and excluded candidates will be issued, with 5 days to submit allegations; if there are none, the list will become final.
The Evaluation Commission will be the competent body to score the merits. It will be composed of an odd number of people with a permanent link to the corporation, with guarantees of suitability, professionalism, impartiality, and parity, and with a president and a secretary with a voice but no vote. Elected or politically appointed personnel, interim civil servants, and temporary staff may not be part of it.
The competition must be resolved within a maximum of two months from the end of the application deadline, unless there is a reasoned extension. In the event of a tie, it will be resolved by the highest score in services provided, then by training, then by seniority in the department, then in favor of the underrepresented gender, and finally, by draw. Against the agreement, which is final in the administrative route, an appeal for reversal may be filed within one month or a contentious-administrative appeal within two months.
The measure affects all civil servant and permanent labor personnel of the Diputació de Lleida and its autonomous bodies, who from now on will have a homogeneous and regulated procedure to change workplaces within the institution. The publication of the general bases is the previous step to the specific calls, which must detail the positions offered and the requirements for each position.
