Por FactBox Admin

The Diputació de Lleida has announced a vacancy for a civil engineer (group A, subgroup A1), reserved for internal promotion and to be filled via a competitive examination process. The agreement was adopted by the Governing Board in ordinary session number 35/2026, held on October 26, 2026, and the specific rules are published in the Official Gazette of the Province of Lleida (BOP) no. 213, dated November 6, 2026, under edict number 9365 and CVE BOP-2026_0_213_9365 (pp. 1-10).
The selection process is identified as PI 4/2026 and concerns one vacant position within the corporate staff. According to the agreement, the call will also be published in an announcement in the Official Gazette of the Generalitat de Catalunya (DOGC) and on the notice board of the corporation’s electronic office. The position is a career civil servant role, belonging to the special administration scale, superior technical subscale, and the remuneration corresponds to subgroup A1.
The same Governing Board on October 26 approved, within the same human resources package, the call for open competition for two positions of 1st class multipurpose technician of subgroup C1 (TLL4/2026), which places the engineering position within the framework of a reorganization of technical and trade positions at the Diputació.
Two years of seniority and engineering degree
Access is restricted to career civil servants who meet specific cumulative requirements:
- A minimum of two years of seniority at the Diputació de Lleida in classification group A, subgroup A2, of the special administration scale, occupying a position as a technical engineer or technical public works engineer.
- Possession of a university degree in civil engineering (roads, canals, and ports) or equivalent, or any degree that enables the regulated profession according to community directives, by the application deadline.
- Being, with respect to the Diputació de Lleida or its autonomous bodies, in active service, special services, service in other administrations, or voluntary leave due to incompatibilities.
Twenty business days via electronic means
Applications are formalized through the electronic office, via a specific procedure accessed through the Corporate Intranet, within a period of 20 business days from the day following the publication in the DOGC. The application must be accompanied by:
- Identity document (DNI, NIE, or passport).
- Required qualification or proof of payment of issuance fees.
- Certificate of knowledge of the Catalan language.
- Alleged merits according to the rules.
- Report on psychic, physical, or sensory conditions, only for those requiring adaptation of the tests.
Only merits obtained up to the closing date of the deadline will be valued. The provisional list of admitted and excluded candidates will be published in the BOP by resolution of the president within a maximum period of one month, with 10 days for corrections.
Forty test points and twenty merit points
The opposition phase is eliminatory, awards a maximum of 40 points, and requires 20 to pass:
- First exercise: questionnaire of 40 multiple-choice questions (plus 3 reserve questions), 60 minutes, maximum 20 points.
- Second exercise: practical case to be chosen from two, with up to 20 multiple-choice questions, one hour, maximum 20 points.
The competition phase adds up to 20 points and is not eliminatory: professional experience up to 10 points (0.66 points per year in local administration and 0.33 per year in other administrations) and qualifications and training up to 10 points, with a doctorate or master’s and a bachelor’s or degree valued at 2 points, a diploma at 1.5, and up to 2 points for ACTIC and 2 more for the superior Catalan certificate. The syllabus of Annex II has 45 topics, focused on projects and works contracts, pavements, drainage, signaling, road safety, and road maintenance, with attention to tools such as LEAN construction and BIM.
The tribunal will be presided over by the Director of Human Resources and will include the Head of the Human Resources Service, a representative of the Escola d’Administració Pública de Catalunya, two officials from subgroup A1, and a Human Resources secretary, with a voice but no vote. The nominal designation will be made public with the provisional list of admitted candidates. The edict was signed by the Deputy for Human Resources, Sandra Castro Bayona, by delegation of Decree 3117 of July 26, 2023, on November 2, 2026.
The call is an internal career opportunity for the house’s public works technical engineers, who can ascend to subgroup A1 without leaving the corporation, and at the same time a way to consolidate own professional staff in a field, that of the local road network, which is a central competence of the Diputació.
