L'INH obre el concurs de cinc habitatges assequibles a Arinsal

The National Housing Institute (INH) has approved a public offer of five affordable homes in blocks 1 and 2 of the Ribasol Ski-Park residential complex, in the village of Arinsal, in the parish of La Massana, with initial monthly fees between 305.98 and 449.82 euros. The agreement of the INH Steering Committee was adopted on October 26, 2026, and was made public through an edict dated October 27, published in the Official Bulletin of the Principality of Andorra (BOPA) no. 124, dated October 29, 2026, with the reference INH_2026_10_27_15_40_31.

The call is framed within Law 15/2021, of June 17, creating the INH, and Decree 210/2026, of June 3, approving the Regulation for access, adjudication, management, and the procedure for determining the affordable price of the public housing stock. The amounts are based on Decree 47/2026, of February 11, approving the affordable prices of the public stock for the year 2026. Article 11.10 of the regulation provides that when any of the real estate units of a call remain vacant, a new call for access and adjudication of the available units is approved, which is the case for these five homes.

Renovated homes and monthly fees

The five units have undergone a comprehensive renovation, have been repainted, and are empty of furniture. The kitchen consists exclusively of a ceramic hob, oven, and extractor hood, and the building has an elevator.

  • Block 2 - 4-1a: one-double-bedroom home with living-dining room with kitchen and bathroom; 55.26 m²; €449.82; no assigned storage room.

The transfer of the use of the storage room cannot be done separately from the home to which it is assigned.

Application period and allegations

  • Application period: from October 28 to November 12, 2026.
  • Target audience: those registered in the Registry of applicants for affordable housing up to and including October 26, 2026, with the administrative identification number listed in the edict.
  • Notifications: persons not preselected based on household composition or housing typology will receive a rejection notification and have ten days to submit allegations.
  • Resolution: after this period, the ministry responsible for housing —or by delegation the INH— shall resolve the inclusion according to article 11.3 of Decree 210/2026.
  • Victims of gender-based violence: they are excluded from the publication and their participation is notified to them individually.

Income, grants and parking

The rent is determined based on the initial affordable price of the dwelling and the economic capacity of the awarded cohabitation unit, in accordance with articles 11, 12, and 13 of Decree 210/2026. If 30% of the family income exceeds the approved affordable price, the rent is increased to this amount, without exceeding the market price minus 25%.

Awarded units may request a rental housing grant if the initial affordable price is higher than 30% of their income. The amount is limited to the difference between the maximum payable rent and the established price, and is paid via the provider payment modality, i.e., to the INH.

The building has 31 parking spaces in the basement, of which two are unavailable, intended for the awardees of blocks 1 and 2 who own a vehicle. Once the procedure is closed, they may be offered to residents of the Ribasol Ski-Park complex or the village of Arinsal through the corresponding public offers. The fee for granting use is 80 euros, reviewable once a year according to the variation of the consumer price index.

The edict is signed by the director of the INH, Marta Alberch Terrés, in Andorra la Vella, on October 27, 2026.

With rents starting below 310 euros per month for the four single-unit dwellings, the call is one of the few open windows this year to access a renovated affordable rental apartment in La Massana. The deadlines are short: those registered in the Registry of applicants have fifteen days —until November 12— to assert their candidacy before the call closes.
