L'EMT de Palma publica el conveni col·lectiu 2026-2028 amb increments salarials pactats

The Official Gazette of the Balearic Islands (BOIB) publishes in full the Collective Agreement of the Municipal Urban Transport Company of Palma, SA (EMT-Palma) for the 2026-2028 period, after the Ministry of Labor, Public Service and Social Dialogue ordered its registration and deposit in the agreements registry. The publication is made via Resolution 10394, signed on September 17, 2026, by the Director General of Labor and Occupational Health, Maria de la Luz Moreno Romero, by delegation of the Minister. The text, signed by the negotiating commission on July 15, 2026, regulates working hours, remuneration, and prevention for the entire public transport workforce of the city.

The negotiation stems from a previous notice: the works council denounced the current agreement on October 30, 2020 and, according to the text itself, the previous agreement —published in BOIB number 153, of November 9, 2019— remained in force in its entirety from January 1, 2021, to December 31, 2025. The registration in the Registry of Collective Agreements, Collective Labor Agreements and Equality Plans of the Balearic Islands was requested on August 3, 2026, by Sofía Rodríguez Gil, representing the negotiating commission. The resolution notes that the Spanish version is the signed original and that the Catalan version is a translation.

The agreement was signed, on behalf of the company management, by Juan José Elías Pérez, M.ª Yolanda Marín Lázaro, Virgilio Ruíz Sánchez, Sofía Rodríguez Gil, and Guillermo Aloy Pujol, and by the social partners:

  • USO: twelve representatives, including Juan Antonio Salamanca Zambrano, Gabriel Blanco Pérez, and Carolina Bernabé Nadal.
  • SATI: eight representatives, including Andrés Rodríguez Cepas, Carmen Montoya Tomás, and Patricia Montoya Colomar.
  • SITEIB: four representatives, including Bartomeu Pascual Ramón and Sebastià Espases Llompart.
  • UGT: four representatives, including Bartolomé Serra Suau and Ricardo Sansó Romero.
  • One independent representative: Manuel González Sánchez.

1,554-hour workday and six professional groups

The agreement comes into force on January 1, 2026, and extends until December 31, 2028, with an automatic annual extension if there is no express notice three months in advance. The workday is 1,554 annual hours, distributed over 222 days and an average of 7 daily hours of effective work, with a weekly rest of two consecutive days (104 days per year), 25 working days of vacation, and a minimum of twelve hours between shifts.

Professional classification is organized into six groups, from management to subordinate and entry-level professional staff, and the annexed salary table specifies each job position. Permanent seasonal contracts are limited to a maximum of 9% of the current workforce each year, with a minimum employment guarantee of nine months per year, and voluntary split shifts, third shift in transit, and a specific relief supplement are established.

Increases of 4.5% in 2027 and 2% in 2028

The second additional provision sets the salary review in accordance with Royal Decree-Law 14/2025, of December 2, on urgent measures regarding remuneration in the public sector. For 2026, the maximum global increase is 1.5% relative to the remuneration in effect on December 31, 2025, plus an additional and consolidatable 0.5% if the CPI variation reaches 1.5%, which would be paid in the first quarter of 2027.

  • 2027: fixed increase of 4.5% over the remuneration already increased in 2026.
  • 2028: fixed increase of 2% over those of 2027.
  • Monthly base salary 2026 for the driver: 1,712.92 euros; administrative assistant: 1,545.15 euros; area director: 2,392.30 euros.
  • Relief bonus: 3.50 euros per day in 2026, 4.00 euros in 2027, and 4.50 euros in 2028.
  • Hardship, danger, and toxicity supplement: 100 euros in 2026, 140 euros in 2027, and 188 euros in 2028.

The text also guarantees the supplement up to 100% of certain remunerative concepts in case of temporary disability, with coverage from the first day of leave and up to twelve months in the provided cases.

Occupational health and emergency protocol

Regarding prevention, the agreement recognizes the health, prevention, and occupational risk committee established in the company, which is governed by Law 31/1995, of November 8, on the prevention of occupational risks, by Royal Decree 39/1997, of January 17, and by the internal regulations of the occupational health and safety committee of the EMT-Palma, approved on October 22, 1998, and modified on June 18, 1999. The entire workforce must undergo an annual medical check-up at the company’s medical services.

Article 50 incorporates a specific protocol for natural disasters or adverse meteorological phenomena, with three phases—alert or pre-emergency, emergency, and recovery—, paid leave of up to four days for inability to access the workplace, and a joint monitoring commission that must meet within a maximum of 48 hours. Discrepancies are channeled through the joint surveillance and interpretation commission and, if not resolved, through the mediation of the TAMIB.

The relevance of the text is direct for the users of the Palma urban bus: the agreement regulates the working day, shifts, and remuneration of the entire EMT-Palma workforce for three years, and does so with consolidated and non-absorbable increases, such that the labor conditions of the service are fixed for the 2026-2028 period.
