The Sant Joan Fumat Municipal Housing Company auctions the municipal residence Casa la Mestra

The Neighbors’ Board of the Decentralized Municipal Entity of Sant Joan Fumat has approved the specific administrative clauses governing the public auction for the lease of the municipally-owned dwelling known as Casa la Mestra, located at 10 Únic Street, in this nucleus of les Valls de Valira (Alt Urgell). The announcement is published in the Official Gazette of the Province of Lleida no. 189, dated October 5, 2026, with the bidding price set at 6,600 euros per year. The tender is open to any interested party and is awarded through an open procedure in the form of an auction.

The purpose of the contract is the lease of a municipally-owned dwelling, a formula that allows local assets to be put to use and, at the same time, expands the residential offer in small municipalities. The file has been processed through ordinary channels, and the specifications are open to the public for fifteen calendar days so that interested parties may submit claims before the award.

The issuing body is the EMD of Sant Joan Fumat, a minor local entity integrated into the municipality of les Valls de Valira. The edict was signed in La Seu d’Urgell on October 2, 2026, by the president of the entity, Àngel Porta Cases, with an electronic signature registered on September 28, 2026.

Characteristics of the property and the contract

• Object: lease of the municipal dwelling Casa la Mestra, at 10 Únic Street, in the village of Sant Joan Fumat.

This is, therefore, a lease contract and not a sale: the EMD retains ownership of the property and grants its use in exchange for an annual rent, with the possibility of extending the contractual relationship for up to five fiscal years.

Deadlines, guarantees, and submission of proposals

• Submission deadline: fifteen calendar days following the publication of the edict in the BOP.
• Provisional guarantee: not required.
• Definitive guarantee: one monthly payment of the lease price.
• Documentation to be submitted: as detailed in the specific administrative clauses.

The fact that no provisional guarantee is required lowers the entry barrier for bidders, while the definitive guarantee, equivalent to one monthly payment, acts as insurance for the fulfillment of the contract once awarded.

Opening of proposals and valuation commission

The opening of the economic proposals shall be public and will take place at the municipal offices at 10:00 AM on the day following the end of the submission period or, if that day is a holiday, the first business day starting from the following day.

The evaluation commission will be composed of the secretary of the EMD or their substitute, and the president of the entity or their substitute, who shall act as a member. The EMD offices are located at avenida Joan Garriga i Massó, 28 baixos, 25700 la Seu d’Urgell, telephone 973 35 04 58.

The auction puts up for bid a public property that until now generated no income and offers individuals and families the possibility of renting a home in Sant Joan Fumat with a contract of up to five years. For a mountain village in Alt Urgell, this measure may contribute to stabilizing the population and maintaining the village’s residential housing stock in use.
