L'Alt Empordà obre a al·legacions el Pla LGTBIQ+ comarcal 2026-2030

The Alt Empordà County Council has submitted for public review the Alt Empordà LGTBIQ+ Plan 2026-2030, approved by the corporation’s Plenary in an ordinary session on September 22, 2026. The agreement is published in the Official Gazette of the Province of Girona no. 214, dated November 6, 2026, via edict 9388 (official reference BOP-2026_0_214_9388, p. 1). This procedure enables a period of 30 business days for interested parties to examine the file and present any allegations they deem appropriate.

The publication does not reproduce the content of the plan: the announcement refers to the consultation of the full document hosted on the County Council’s inclusion portal, in accordance with article 10.3 of Law 26/2010, of August 3, on the legal regime and procedure of the public administrations of Catalonia. The edict is signed by the president of the institution, Agustí Badosa Figueras, with an electronic signature date of October 27, 2026, and issued in Figueres.

This measure is added to the recent activity of the same county governing body, which in the session of October 27, 2026, initially approved the corporation’s budget for 2027, also submitted for public exhibition (edict 9407, BOP no. 211, of November 3, 2026).

Thirty business days to examine the file

The public exhibition period is counted from the day after the publication of the announcement in the provincial gazette, meaning the count in business days begins on Monday, November 9, 2026. During this period, any interested person or entity may:

  • Consult the full text of the plan via the link indicated in the announcement, hosted on the County Council’s inclusion website.
  • Formulate allegations and suggestions regarding the content of the document.
  • Do so in writing before the corporation’s registry, under the terms set by the administrative procedure regulations.

The legal basis invoked is article 178.1 of the Recast Text of the Municipal and Local Regime Law of Catalonia, approved by Legislative Decree 2/2003. The edict does not specify the number of expected allegations nor the subsequent resolution calendar.

Plans of this nature are part of the implementation of Law 4/2023, of February 28, for the real and effective equality of trans people and for the guarantee of the rights of LGTBI+ people, and Royal Decree 1026/2024, of October 8, which develops the planned set of measures for equality and non-discrimination of this group in the workplace.

In the Catalan sphere, the framework is completed by Law 19/2020, of December 30, on equal treatment and non-discrimination, which establishes the principles of action for public administrations in this matter. The county plan approved in Alt Empordà is, in this sense, the document that must translate these principles into concrete measures of supra-municipal scope for the 2026-2030 period.

What we know and what we do not

The official announcement is a publicity formality and not a summary of the content. From the published information, it is understood that:

  • The body approving the plan is the Plenary of the Alt Empordà County Council, in an ordinary session on September 22, 2026.
  • The application horizon of the document is the five-year period 2026-2030.
  • The text is not attached to the edict: access is only provided electronically.
  • The public information process precedes the final resolution of the file, which corresponds to the same corporation.

The citizens of the county can, therefore, review which actions the plan foresees regarding equality, what resources are assigned to it, and how the obligations imposed on administrations by state and Catalan regulations are specified.

Why it is relevant

The process makes accessible a document that until now had only been the subject of a plenary agreement, and it does so at a time when equality policies regarding LGBTI+ people are of mandatory development for administrations. For entities and residents of Alt Empordà, these 30 business days are the only formal window to influence the content of the plan before it becomes final; once the deadline closes without allegations, the text remains consolidated without the need for any further pronouncement from the Plenary.
