日本政府がタリバーン関係者二名の旅券情報を更新し資産凍結リストを改訂

The National Public Safety Commission announced on the 5th that it has updated the passport numbers and other descriptive details for two individuals associated with the Taliban among those subject to asset freezing based on United Nations Security Council resolutions, and published this as National Public Safety Commission Notice No. 50 in the Official Gazette. The Official Gazette of the same date also included Ministry of Foreign Affairs Notice No. 331, and the appendix to the list of persons subject to freezing under the jurisdiction of the Ministry of Foreign Affairs was revised simultaneously. Both notices are dated November 5, 2026 (Reiwa 8), and the identification information used by financial institutions for identity verification and asset freezing checks will be replaced.

The legal basis for the notices is Article 3, Paragraph 4 of the Act on Special Measures concerning Freezing of Assets, etc. Implemented by Japan Based on United Nations Security Council Resolution 1267 and Others (Act No. 124 of 2014). It states that notices are issued when there are changes to the published details of designated international terrorists; it was explicitly stated that this instance follows decisions made by the UN sanctions committees on October 29, 2026. The Ministry of Foreign Affairs notice takes the form of amending the appendices of related notices, including Ministry of Foreign Affairs Notice No. 332 of 2001 and Ministry of Foreign Affairs Notice No. 326 of 2026.

Passport P05629010 added for Abdul Latif Mansur

As reference information, it is maintained that as of late 2012, he was the Taliban “shadow governor” of Logar Province, belongs to the Sahak (Ghilzai) tribe, and is 170 cm tall. A photo from the Interpol (International Criminal Police Organization) / UN Security Council Special Notice is available, with the notice reference listed as 2006-25913.

Passport P04411676 added for Khairullah Khairkhwah

Regarding Khairullah Khairkhwah (KHAIRULLAH KHAIRKHWAH), publication number TI.7, the passport information has also been organized into two items:

  • Afghanistan Diplomatic Passport D0009770 (Issued in Kabul on October 31, 2021, expires October 31, 2026, English spelling: Khirullah Khairkhwa)
  • Afghanistan Passport P04411676 (Added this time)

The date of listing is January 25, 2001, with revisions added to the history on March 10, April 28, and October 29, 2026. It is stated that the individual belongs to the Popalzai tribe, is 176 cm tall, and that the review based on UN Security Council Resolution 1822 was completed on July 23, 2010. The warrant reference is 2006-25973.

Ministry of Foreign Affairs Notice Collectively Amends Annexes of Measures Based on Multiple Resolutions

Ministry of Foreign Affairs Notice No. 331, issued in the name of Minister for Foreign Affairs Toshimitsu Motegi, amends the relevant parts of the annex by replacing the “before amendment” column with the “after amendment” column in response to decisions, etc., of the respective Council Committees established based on Resolutions 1267, 1988, 1989, and 2253. The legal grounds for the measures applied after the amendment are as follows:

  • Resolution 1267 4(b), Resolution 1333 8(c), Resolution 1390 2(a)
  • Resolution 1988 1(a), Resolution 1989 1(a)
  • Resolution 2253 2(a), Resolution 2255 1(a)

Item 7 of the annex lists Abdul Latif Mansour, and the following identifying information remains in the “after amendment” column: UN reference number TAi.007, title Mawlawi, position as Minister of Agriculture under the Taliban regime (1996–2001), date of birth circa 1968 and November 12, 1967, place of birth Zarmat District (Paktia Province), alias Wali Mohammad, and address Darul Aman (Kabul). The substantive changes in this update are the addition of passport numbers and the update of the revision date.

For financial institutions, the focus will be on cross-referencing these with passport numbers registered in existing customer ledgers and transaction verification records. As the descriptions have expanded from diplomatic passports to general passports, the number of identifiers to be verified has increased, requiring higher accuracy in confirming the identity of account holders and remitters. Asset freezing measures and notifications to authorities in cases where a person is suspected of being a target for freezing will be operated based on the new descriptions simultaneously with the notice taking effect.
