Cabinet Office Opens Bidding for Common Personnel Information Management System Design

The Cabinet Office announced in the Government Procurement Edition of the Official Gazette Extra on October 23, 2026, that it will open a general competitive bid for a complete set of system design and related services for the Common Personnel Information Management System. The Expenditure Burdening Officer is Shinichi Sakamoto, Cabinet Secretary in charge of accounting. The deadline for submission of proposals is noon on December 11, 2026, and the bid opening is scheduled for 11:00 AM on December 25, 2026.

The announcement was published in the Government Procurement Announcement Edition and issued under a framework that includes procurement subject to the Agreement on Government Procurement based on the WTO. The procurement agency number is 005, the location number is 13, and the item classification numbers are 71 and 29. The subject is “System Design and Related Services for the Common Personnel Information Management System,” and the quantity is one set. Specifications, performance period, and performance location for the procurement project are all based on the bid explanation documents.

Mechanism for Determining the Successful Bidder Based on the Comprehensive Evaluation Bidding Method

The successful bidder will be determined using the Comprehensive Evaluation Bidding Method. From among the bidders who propose an amount within the limit of the estimated price created based on Article 79 of the Budget, Settlement of Accounts, and Accounting Order and whose proposals meet all the criteria for the mandatory items among the requirements specified in the bid explanation documents, the winner will be decided using the comprehensive evaluation method defined in the bid explanation documents.

The winning price shall be the amount stated in the bid document plus an amount equivalent to 10 percent of that amount (fractions less than 1 yen shall be rounded down). Regardless of whether the bidder is a taxable entity or a tax-exempt entity regarding consumption tax and local consumption tax, they shall enter an amount equivalent to 100/110 of the estimated contract amount in the bid document.

This project is subject to the electronic bidding function of the Government Electronic Procurement System (GEPS). Those who find it difficult to bid electronically may use the paper bidding method according to the format specified in the bid explanation documents. Bid bonds and contract bonds are waived, and the creation of a written contract is required.

Qualifications for Competitive Participation and Inquiry Desk

Participation qualifications are conditional upon meeting all of the following items:

• Not falling under the provisions of Article 70 of the Budget, Settlement of Accounts, and Accounting Order (excluding minors, persons under curatorship, or persons under assistance who have obtained the necessary consent to conclude a contract).
• Not falling under the provisions of Article 71 of the same Order.
• Being graded as Rank A or B for “Provision of Services, etc.” in the Cabinet Office Competitive Participation Qualifications (Unified Qualifications for All Ministries and Agencies) for fiscal years 2025, 2026, and 2027.
• Not being a person currently under a suspension of nomination based on the Guidelines for Suspension of Nomination, etc., regarding contracts for goods, etc., in the Cabinet Secretariat.
• Possessing the qualifications determined by the Expenditure Burdening Officer based on the provisions of Article 73 of the same Order.

In principle, the bid explanation documents will be posted on the electronic procurement system from the date of this public notice. Operators considering bidding can obtain the specifications and proposal formats after the date of the notice.

Those participating in the bid via paper must attach the documents specified in the bid explanation documents to a sealed bid and submit them by the receipt deadline. Those participating via GEPS must submit the bid data through the same system by the receipt deadline. Bids submitted by those without competitive participation qualifications, and bids from those who have failed to fulfill the obligations required of bidders, shall be invalid.

As this is a system design project that constitutes the upstream process of the infrastructure for the common management of government employee information, and a project that influences the foundation of requirement definitions and procurement specifications, it will be a procurement of high interest to system integrators and consulting firms. The period from the public notice to the proposal deadline is approximately 7 weeks, and until the bid opening is approximately 2 months; therefore, it is necessary to proceed with the verification of participation qualifications and the preparation of the proposal in parallel.
