Okinawa General Bureau bids for Naha Port terminal quay wall excavation

The Okinawa General Bureau, Development and Construction Department, announced in the Official Gazette (Extra Edition for Government Procurement) dated September 25, 2026, that it will open a general competitive bid for the Naha Port (New Port Pier District) Quay Wall (-10m) (Seismic) Excavation and one other project. The contracting officer is Tomofumi Miyatsu, Director of the Development and Construction Department of the Okinawa General Bureau. This project is subject to agreements regarding government procurement, and eligible individual contractors or Specified Construction Joint Ventures (Specified JV) may participate.

The announcement was published on the same date as a bid announcement (construction work), with procurement agency number 007 and location number 47. The project is subject to electronic bidding and electronic contracting; as a rule, the submission of documents and bidding shall be conducted via the electronic bidding system. Only in cases where the electronic bidding system is difficult to use may the method be switched to paper bidding with the consent of the contracting officer.

Bidding Method and Evaluation System

This project is a pilot project for the Construction System Confirmation-type Comprehensive Evaluation Method, a subset of the Comprehensive Evaluation Bidding System where the successful bidder is determined by comprehensively evaluating price and non-price factors, specifically examining the status of the construction system and other frameworks for ensuring quality. The project will also pilot the Post-Contract VE method (accepting proposals for construction methods, etc., after contract conclusion), the Lump-sum Contract Unit Price Agreement method (agreeing on unit prices as a breakdown of the lump-sum contract), the disclosure of reference estimate materials to those qualified to participate in the competition, and the submission of estimates for a portion of the productivity rates required for the contracting officer’s cost estimation.

The number of bidding executions shall, in principle, be limited to two. If no successful bidder is found by then, the project will not transition to a discretionary contract based on the provisions of Article 99-2 of the Budget, Settlement of Accounts and Accounting Ordinance. This project also mandates the implementation of separate demolition and the recycling of specified construction material waste in accordance with the Act on Recycling, etc. of Materials Used in Construction Work (Act No. 104 of 2000).

Eligibility and Joint Venture Requirements

• Must be certified for “Harbor and Port Dredging Work” under the general competitive bidding eligibility for FY2025/2026 at the Okinawa General Bureau.
• Must not fall under the provisions of Articles 70 and 71 of the Budget, Settlement of Accounts and Accounting Order.
• Must not be a party for whom a petition for the commencement of proceedings based on the Corporate Reorganization Act or the Civil Rehabilitation Act has been filed.
• The number of members in a Specific JV shall be 2 or 3 companies. In the case of 2 companies, all members must have an investment ratio of 30% or more; in the case of 3 companies, all members must have an investment ratio of 20% or more.
• The representative must be the member with the greatest construction capacity and the highest investment ratio among the members.

The validity period of a Specific JV shall be from the time the qualification for competitive participation is certified until the final payment of the contract price is made for those who become the contracting party for the ordered work, and from the time of certification until the contracting party is determined for those who do not become the contracting party.

• Application period for qualification screening: From September 28, 2026, to October 16, 2026 (Daily from 9:00 to 17:15, excluding Saturdays, Sundays, and holidays; until 12:00 on the final day of the period).

This project is a case that has undergone multiple trials, including additional points in the comprehensive evaluation for companies implementing wage increases, evaluations for companies promoting work-life balance, etc., a model project utilizing the Construction Career Up System, estimation methods for projects with scattered construction sites, appropriateness checks by a third party prior to contract changes, and changes to technical management costs and performance-based change target costs based on the response to overtime work ceiling regulations.

The seismic reinforcement of the quay walls at Naha Port, a core port of Okinawa, directly impacts the hub functions of port logistics and remote island shipping routes. As a large-scale public procurement subject to the Government Procurement Agreement, the trends in the formation of Specific JVs and the number of qualified entities for harbor and dredging work will influence future bidding results.
