Juncosa opens the call for four endowment housing units at Plaça Major

Por FactBox Admin

Juncosa obre la convocatòria de quatre habitatges dotacionals a la plaça Major

The City Council of Juncosa has opened the call to award, under an affordable rental regime, four endowment homes in Plaça Major, intended for individuals and cohabitation units who establish their habitual residence in the municipality. The municipal Plenary approved the rules and the call on November 2, 2026, and the agreement is published in the Official Gazette of the Province of Lleida no. 212, of November 5, 2026 (official reference BOP-2026_0_212_9246, pp. 1-28). The edict is signed by the mayor, Susana Vilà Barrufet, dated November 3, 2026.

The call is part of municipal policies to promote housing and has the explicit aim of encouraging the rooting of young people and the family repopulation of the municipality. The applicable legal regime is that of affordable endowment housing, with Law 18/2007, of December 28, on the right to housing and Decree 75/2014, of May 27, on the Plan for the right to housing as preferential sectoral regulations, together with Decree-law 50/2020 and the general legislation on administrative procedure and local regime.

Youth, rooting, and minimum income

The homes are municipally owned, of an endowment nature and without an option to purchase, and must be used as a habitual and permanent residence. Natural persons or cohabitation units who, on the closing date of the term, meet these requirements may apply:

  • Have the legal capacity to sign the lease agreement (adults or emancipated minors, from 16 years old with recognized emancipation).
  • Not be the full owner of a home suitable for family needs, with the specific exceptions of article 44.3 of Decree 75/2014 (separation or divorce, uninhabitable housing, gender-based violence, job transfer, ruin or substandard housing, among others).
  • Be up to date with payments to the City Council and Social Security and not have been sanctioned for serious coexistence infractions in protected housing in the previous five years.
  • Prove minimum annual income equal to or greater than the current annual interprofessional minimum wage, calculated in 14 payments.

The scoring criteria prioritize people between 18 and 35 years old, units with minors, the schooling of children in the municipality (Escola Espígol and INS Olivera), professional activity within the municipal term, and the length of registration on the municipal census (empadronament). Registration is not exclusionary, but grants 10 points with one year of seniority or three uninterrupted years.

Rents from 250 to 350 euros and five-year contracts

The fixed rents are significantly lower than those of the free market. The rent annex of the rules details these amounts:

  • Housing 1st 1st: 44.65 m² usable, one bedroom, 225 euros rent plus 25 euros for stairwell expenses (250 euros total income).
  • Housing 2nd 1st: 44.65 m² usable, one bedroom, 225 euros plus 25 euros (250 euros).
  • Housing 2nd 2nd: 65.30 m² usable, two bedrooms, 325 euros plus 25 euros (350 euros).

The calculation is based on objective references: the State Housing Plan (Royal Decree 42/2022) sets limits from 5 to 8 euros per square meter and the Sectoral Territorial Housing Plan of Catalonia (Decree 408/2024) collects similar parameters for small municipalities. The contract has an initial duration of five years, extendable up to seven if a housing acquisition process in the municipality is proven, and requires a deposit of one monthly payment and non-payment insurance. The income annex details three dwellings, although the object of the call is four.

Deadlines, scale, and selection bodies

The deadline for submitting applications is 20 business days from the publication of the call on the municipal electronic headquarters and on the notice boards. Applications are preferably submitted electronically, using Cl@ve or a digital certificate, or in person at the Citizen Service Office, and one application per cohabitation unit is admitted.

The processing corresponds to the Secretariat Department of the City Council, the evaluation to a board chaired by a technical scale official from the Provincial Council of Lleida, and the resolution to the Mayor’s Office. The scale grants a maximum of 70 points to two-bedroom dwellings and 50 points to one-bedroom dwellings; ties are resolved by public draw. Provisional lists are published with anonymized data, there are 10 business days to correct and appeal, and the reserve list has a maximum validity of two years.

The call is subject to a request for reversal within one month and a contentious-administrative appeal before the Contentious-Administrative Courts of Lleida within two months.

With four public dwellings at prices from 250 to 350 euros, Juncosa launches an instrument designed to retain the young population and facilitate the return of families to the municipality, in a region where access to housing is one of the main obstacles to establishing residents.
