The Official Gazette of the Province of A Coruña publishes this Monday, October 5, 2026 (number 190), the resolution for the registration and publication of the II Collective Agreement of the company Xallas Electricidad y Aleaciones, S.A.U., signed on September 16 in Cee by the company management and the works council. The text, effective from 2025-2028, regulates the labor conditions of the personnel at the Cee and Dumbría factories and the hydroelectric plants, and includes agreed salary increases until 2028. The resolution is dated September 29, 2026, and bears the signature of the territorial director, Juan José Couce Prego.

The registration request was entered into the Registry of Agreements and Collective Labor Agreements of the Autonomous Community of Galicia on September 25, 2026, with the agreement code 15104632012023. The Territorial Department of A Coruña of the Ministry of Employment, Trade and Emigration resolved this under article 90 of the revised text of the Workers’ Statute Law (Legislative Royal Decree 2/2015) and Royal Decree 713/2010, regarding the registration and deposit of collective agreements and accords. The resolution orders the registration of the agreement in the regional registry and the submission of the text to the provincial gazette for its publication.

The agreement was signed in Cee on September 16, 2026. On behalf of the business representation, it was signed by María Couto Alonso, general manager, and Ninfa Silveiro Amoedo, human resources director; on behalf of the workers’ representation, the works council, with Iván Pequeño Louro as president and Juan Antonio Villar Trillo as secretary. Also appearing are the union delegates Ángel Santos Cancela (USO), Arturo Trillo Díaz (UGT), and Manuel Castro Senande (CIG).

Validity and scope of application

The agreement entered into force on January 1, 2025, regardless of the publication date, and its validity ends on December 31, 2028. It shall be extended year by year unless either party denounces it with a minimum notice of three months.

It applies to all employees of the company, which includes the factories in Cee, Dumbría, and the hydroelectric plants. Professional groups 0 and 1 are excluded from the economic regime, and personnel in group 2 who were previously excluded may maintain that status if they notify it within one month of publication.

Salary increases and supplements

  • 2025: 2.9%, which absorbs the 1% advanced by the company on account of the agreement increase.
  • 2026: 3.5%, plus 45 linear euros in the base salary effective from January 1, 2026.
  • 2027: 3.3%.
  • 2028: 3.2%.

Each annual period incorporates a revision clause: if the interannual CPI exceeds the agreed percentage, it will be updated in January up to a maximum of one additional point (1.2 points in 2027 and 1.3 in 2028). If the CPI for 2026, 2027, and 2028 exceeds forecasts, 50% of the excess will be updated in January 2029.

The payment of 965.59 euros in the September payroll and 700.65 euros in the February payroll (2025 amounts) is consolidated, and a completion-of-term bonus of 800 euros per employee is established if the agreement remains intact until December 31, 2028.

Working day, vacations and social conditions

The annual working day is 1,752 effective hours, with an average of 40 hours per week. In application of the provincial agreement for the iron and steel industry of A Coruña, published on July 17, 2026, the working day will decrease to 1,744 hours in 2027 and 2028, eight hours less per year (one day).

  • Vacations: 23 working days per year, divisible into two periods.
  • Vacation fund: 66.78 euros per day for those who do not take their vacations between June 15 and September 15.
  • Social canteen: the company assumes 80% of the cost of meals and the remaining 20% is charged to the staff.
  • Per diems: 40.78 euros per day with overnight stay and 20.39 euros without it (2025 values).
  • Pension plan of the company’s own employment system.

Equality, health and representation

The text incorporates an LGBTI Plan in accordance with Royal Decree 1026/2024 and Law 4/2023, with a protocol against harassment based on sexual orientation and gender identity, as well as an action plan for victims of gender violence under Organic Law 1/2004. In occupational health, the company’s management system is certified according to the ISO 45001 standard and the supplement for temporary disability resulting from a work accident or professional illness reaches 100% for a maximum of 18 months.

The interpretation and monitoring of the agreement correspond to a mixed commission of five representatives from management and five from the works council, which must meet within ten business days following any request.

The agreement directly affects industrial personnel in the regions of Cee and Dumbría and repeals any previous agreement, therefore the salary tables and supplements published in the bulletin are the current reference for payrolls and for the negotiation of working conditions until the end of 2028.
