Government expands youth rental subsidies up to age 35

The Government of Andorra has approved Decree 360/2026, of September 16, 2026, which expands the age of beneficiaries of rental subsidies for young people from 22-30 to 18-35 years and raises the maximum income threshold from 24,000 to 35,000 gross euros per year. The regulation is published in the Official Bulletin of the Principality of Andorra (BOPA) no. 107, of September 23, 2026, within the Regulations section, and enters into force the day after its publication. The text repeals the Decree of November 25, 2020, which regulated these economic emancipation measures.

The new Regulation of economic measures for the emancipation of young people was approved by the Government in the session of September 16, 2026, at the proposal of the Minister of Culture, Youth and Sports, and is signed by the Head of Government, Xavier Espot Zamora. The modification aligns with the objectives of the National Youth Plan, in the strategic axis relating to youth emancipation, and responds to the sustained increase in prices of the rental market and the reduction of available supply.

New age and income requirements

The regulation sets the age of the target recipients at 18 and 35 years, both inclusive, compared to the previous range of 22 to 30 years. The text justifies the expansion due to the fact that youth emancipation processes now occur more late and progressively, and because of the need to cover both those who begin residential autonomy upon reaching the age of majority and those who see it delayed by difficulties in accessing housing.

The economic requirements are also updated:

Income higher than the minimum interprofessional wage and lower than 35,000 gross euros per year, compared to the previous limit of 24,000 euros.
Assets that do not exceed twelve times the economic threshold for social cohesion (LECS) on an annual basis.
Income derived from a salary, self-employment, or a lifelong pension.
Legal, permanent, and effective residence in the Principality for five uninterrupted years prior to the application.
Andorran nationality or residence and work authorization from the Immigration Service.
Not owning any housing or having a real right of use, and not having previously accessed housing independent of the family home.
Habitability certificate and civil liability insurance for the rented housing.
Absence of kinship up to the second degree with the owner.

Change in the calculation of income

Until now, the regulation used the annual income calculation of the previous financial year as a reference. The new text assesses the actual employment and economic situation at the time of the application, paying particular attention to the income from a current employment contract, whether indefinite or with a minimum guaranteed duration of five years. According to the statement of reasons, this criterion facilitates access for young people who have recently improved their employment situation but still lack sufficient stability to assume the initial expenses of a rental.

The regulation estimates the average price of new rental contracts at around 1,500 euros per month: a young person with 34,000 euros in gross annual income may allocate more than 50% of their income to housing, above the international threshold for economic overburden, set at 30%.

Amount, processing, and control

The grant covers the deposit and one month’s rent, and is awarded as a non-repayable grant.
One grant is granted per application and is paid by bank transfer to the IBAN account of the holder.
Applications are submitted throughout the budget year at the Government’s Processing Service or through the official processing websites.
The head of the ministry responsible for youth must resolve the application within a maximum period of one month.
If documentation is missing, there are ten business days to correct it; once the award has been communicated, there are fifteen business days to formalize the lease agreement.
Grants are awarded in order of receipt until the available amount is exhausted.
The Registry of beneficiaries of economic measures for the emancipation of youth is created, attached to the Secretary of State for Youth and Sports and subject to Law 29/2021, of October 28, regarding the protection of personal data.
The falsification of data entails the revocation of the aid and the return of the amounts, with a five-year impossibility of obtaining any housing aid.

The text also eliminates the complementary grant intended to cover public transport expenses for emancipations outside the central parishes, since the gratuity of national public transport already guarantees this purpose.

With this decree, the Government extends the age window by thirteen years and the income ceiling by 11,000 euros, so that more resident youth can cover the deposit and the first month’s rent. The change in economic criteria also benefits those who have just signed a stable contract but cannot yet prove a full year of income, a group that was excluded from the grant under the 2020 regulation.
