Gironella aprova definitivament les bases per adjudicar 20 habitatges protegits de lloguer

The Gironella City Council has made final the agreement of the Plenary Session of July 28, 2026, which approves the regulatory bases for the allocation of 20 official protected housing units under an affordable rental regime, located at Francesc Macià Street 1-3. The resolution is published in the Official Gazette of the Province of Barcelona on October 16, 2026, with the official reference CVE 202610153621, after no claims were filed during the public exhibition period.

The bases are framed within Law 18/2007, of December 28, on the right to housing, and Decree 106/2009, of May 19, which regulates the Registry of Applicants for Official Protected Housing of Catalonia and the allocation procedures. The development has provisional qualification from the Housing Agency of Catalonia (file 08-B-0081-23), granted on June 7, 2024, and modified on November 11, 2025, and has benefited from grants from the social rental housing program in energy-efficient buildings, funded by the European Union with NextGenerationEU funds.

The municipal reference file is 422/2026. The initial approval was published on August 28, 2026 (CVE 202610135115) and was rectified for material errors on September 22, 2026 (CVE 202610143031), in a process that has concluded with the final approval now published.

Public draw and distribution by quotas

Since the number of people expected to meet the requirements may exceed the number of available housing units, the order of allocation will be determined by a public draw among the admitted applications. The 20 housing units are distributed into the following quotas:

  • CG1a: 8 housing units for young people up to 35 years old.
  • CG1b: 3 housing units for people aged 65 or older.
  • CG1c: 3 housing units for single-parent cohabitation units.
  • CG1d: 1 housing unit for people with disabilities or reduced mobility.
  • CG1e: 5 housing units under the general regime.
  • CG2a and CG2b: subsidiary quotas, without their own allocation, which are only activated if there is not enough demand in the general quota.

The calling order for the successful applicants will be CG1d, CG1c, CG1a, CG1b, CG1e, CG2a, and CG2b. Each cohabitation unit may participate in as many quotas as correspond to them according to their registration.

Requirements and deadlines for registered families

The recipients are the individuals or cohabitation units registered in the OPH (Official Protected Housing) applicants registry. The main requirements are:

  • Be registered and admitted to the Registry of Applicants for Officially Protected Housing of Catalonia.
  • Be of legal age and have Spanish nationality or a valid residence permit.
  • Prove a minimum and continuous registration (empadronament) of 3 years in Gironella, or 3 discontinuous years within the last 15 years.
  • Not be the owner of full ownership or have the right of use over any other dwelling.
  • Be up to date with payments to the Gironella City Council, the Tax Agency, and Social Security.
  • Form a cohabitation unit of 1 to 6 members.
  • Prove minimum income equal to or greater than the minimum interprofessional wage of 2026, set at 17,094 gross euros per year, and maximums between 45,280.85 and 50,312.05 euros per year depending on the number of members.
  • Allocate a maximum of 30% of net monthly income to the payment of rent.

The planned calendar is as follows:

  • 30 business days to publish the provisional list of people entitled to participate.
  • 10 business days to submit allegations.
  • 3 business days to publish the final list.
  • 5 business days to publish the result of the draw.
  • 2 months to file a contentious-administrative appeal against the agreement.

Prices, areas and contract conditions

According to the text of the rules, the development includes 10 three-bedroom homes and 10 two-bedroom homes, one of which is adapted for people with reduced mobility. The computable useful areas range between 74.50 and 80.34 square meters, including balconies. The economic conditions are:

  • Monthly rent of 407 euros for the smaller homes and 447 euros for the rest.
  • Reference price of 5.76 euros per square meter of useful area.
  • Rental contract with an initial validity of 7 years, extendable according to Law 29/1994 on urban leases.
  • A security deposit of one month’s rent deposited with INCASOL and a guarantee deposit equivalent to another month’s rent.
  • Estimated community expenses of approximately 20 euros per month, to be confirmed upon signing.
  • Obligation to occupy the dwelling as a habitual residence within a maximum period of two months from the delivery of the keys.

The Adjudication Commission, chaired by Mayor David Font Simon or the person to whom he delegates, will be the technical body responsible for verifying the requirements, supervising the draw, and submitting the adjudication proposal.

The final publication of these rules is the indispensable previous step so that families from Gironella registered in the applicants’ registry can access one of the 20 affordable rental homes, a development that expands the town’s public housing stock and establishes for the first time a regulated procedure for the draw, requirements, and maximum prices for this development on Francesc Macià Street.
