The Provincial Council of Bizkaia has awarded the contract encompassing the supply, implementation, maintenance, management, and operation of the BizkaiaBizi public bicycle service. The decision was made by the provincial government during its ordinary meeting on September 17, and was published in the Official Gazette of Bizkaia on October 2, issue number 189, with the official reference BOB-2026a189-(I-1118). The agreement pertains to the Department of Transport, Mobility, and Tourism, and is the ninth among the sixteen decisions approved during the meeting.
The published text is an extract of the agreements approved by the provincial council in the ordinary session of September 17, listing the decisions taken department by department. The text was signed in Bilbao on September 17: Nerea Karmele López-Uribarri Goicolea, head of the General Secretariat unit, was the signatory, and it received the approval of provincial deputy Ager Izagirre Loroño, as the deputy and secretary for Public Administration and Institutional Relations.
The service named BizkaiaBizi is the new public bicycle system for the entire historical territory. In the extract, the provincial council does not specify which company won the contract, nor the economic amount, the duration, or the number of bicycles and stations to be installed; these data do not appear in the published summary.
Purpose and scope of the contract
The agreement encompasses five areas of activity, covering the entire life cycle of the service:
- Supply: supply of the elements that make up the public bicycle system.
- Implementation: installation and commissioning works to launch the service.
- Maintenance: conservation and proper functioning of the system.
- Management: organization of the service and user support.
- Operation: daily operation of the service.
The decision was proposed by the Department of Transport, Mobility, and Tourism, and approved by the provincial council’s governing bodies. This department is responsible for public transport and mobility policies in the territory and, therefore, is the promoter of the new public bicycle system.

Another decision related to bicycle mobility
On the same day, the Official Gazette of Bizkaia also published an ordinance regarding secure bicycle parking for the municipality of Abanto Zierbena, with the official reference BOB-2026a189-(II-5120). As explained therein, the Abanto Zierbena City Council and the Provincial Council of Bizkaia wish to launch a pilot experience in collaboration to analyze the intermodality between bicycles and public transport, with a parking area of 24 spaces. The objective of the project is to promote the combined use of bicycles and public transport and, after evaluating the experience, to create more similar parking areas.
Impact for users
BizkaiBizi is a strategic service aimed at users throughout the territory, and it involves implementing a new public bicycle system. Since the contract includes supply, installation, maintenance, management, and operation, the provincial council wants to ensure the full functioning of the service, putting the system in place and maintaining it in daily use.
However, the official extract does not specify which company was awarded the contract, the amount of the contract’s value, for how long it was awarded, nor how many bicycles and stations the service will have. These data will be included in the tender file and the formalization document, but they do not appear in the summary published in the gazette issue of October 2nd.
The launch of BizkaiBizi will have a direct impact on the daily mobility of the citizens of Bizkaia, especially in commutes combined with public transport. The provincial council is promoting a unified system for the entire territory, which would consolidate the bicycle as a real alternative in both intercity and urban routes.
