El Prat approves the Mobility Ordinance with a generic limit of 30 km/h
Por FactBox Admin

The Plenary of the Prat de Llobregat City Council definitively approved the Mobility Ordinance on September 23, 2026, which replaces the former Ordinance on vehicles and pedestrians. The full text was published in the Official Gazette of the Province of Barcelona on October 7, 2026 (official reference CVE 202610148502) and will enter into force the day after publication, once the period of 15 business days provided for in article 65.2 of Law 7/1985 has elapsed.
The regulation, consisting of 85 pages and 65 articles, regulates the circulation of pedestrians, vehicles, bicycles, and personal mobility vehicles (PMVs) on all public roads and lands within the municipal district, including private roads of indeterminate collective use. The text repeals the Municipal Ordinance on the circulation of vehicles and pedestrians approved by the Plenary on March 3, 2019, and published in the BOP on June 15, 2021, and aligns with Law 9/2025, of December 3, on Sustainable Mobility, and Royal Legislative Decree 6/2015 on traffic.
The document was signed by Joaquim Bartolomé Capdevila, Deputy Mayor of the Area of Environmental Action, Energy, and Urban Services, on September 25, 2026, based at Avinguda Onze de Setembre, 75-77, Prat de Llobregat.
Speed, pedestrians, and residential streets
The ordinance sets the generic speed limits on urban roads:
- 20 km/h on single-platform roads (shared roadway and sidewalk).
- 30 km/h on roads with a single lane per direction.
- 50 km/h on roads with two or more lanes per direction.
- 40 km/h for vehicles transporting dangerous goods.
Pedestrians have priority on sidewalks, at pedestrian crossings, in market and fair zones, and on streets without sidewalks. In residential streets, the maximum speed is 10 km/h and vehicles may only park in designated spots. Speed control will be carried out using radar.
Bicycles and personal mobility vehicles
- Maximum speed of 25 km/h for pedal-assist bicycles and PMVs.
- 10 km/h in pedestrian zones, sidewalks, and residential streets.
- Mandatory helmet for PMV riders and mandatory civil liability insurance.
- Vehicle registration with the DGT and a minimum age of 15 to drive a PMV.
- Minimum lateral distance of 1.5 meters when overtaking and 5 meters of separation behind a cyclist.
- Prohibitions: riding on one wheel, holding onto moving vehicles, weaving, using headphones or a phone, and carrying a passenger on a PMV.
Sanctioning regime and parking
Infractions are classified as minor, serious, and very serious, with fines of up to 100, 200, and 500 euros respectively, according to the table in Annex I (PM 12/06/2026). The authority to sanction corresponds to the mayor, who may delegate it, and the Local Police may use cameras, license plate readers, and speedometers as evidence.
- 50% reduction for early voluntary payment.
- Increase of up to 30% for recidivism or severity of the offense.
- Reduction of up to 30% of the fine in exchange for road safety courses or community service.
Parking in double rows, sidewalks, curbs, pedestrian crossings, bike lanes, and reserved spaces, among other scenarios, is also prohibited, and a vehicle parked in the same place for more than a month is considered abandoned. Acoustic devices are prohibited 24 hours a day, except for emergency services.
The Mobility Ordinance becomes the reference standard for all travel in El Prat de Llobregat: it affects drivers, cyclists, scooter users, and pedestrians, and introduces for the first time a specific regime for PMDs (Personal Mobility Devices) with insurance, registration, and a minimum age. Its entry into force will require the adaptation of driving and parking habits throughout the municipality.
