The Pla d’Urgell County Council and the county’s town councils have formalized the collaboration agreement for the promotion and execution of equality and feminist policies for the 2026-2029 period. The Governing Board of the County Council approved the agreement in the session of September 15, 2026, and the text was signed on October 1, 2026. The agreement is published in full in the Official Gazette of the Province of Lleida (BOP) no. 192, of October 8, 2026, with the reference CVE BOP-2026_0_192_8336.

The text deploys at the county scale the 2026-2029 Framework Agreement for coordination, cooperation, and collaboration between the Administration of the Generalitat de Catalunya, through the Department of Equality and Feminism, the Catalan Association of Municipalities and Counties, and the Federation of Municipalities of Catalonia, made known via Resolution IFE/343/2026, published on February 10, 2026. The agreement is framed within Law 17/2015, on the effective equality of women and men; Law 5/2008, on the right of women to eradicate sexist violence, modified by Law 17/2020; Law 11/2014, to guarantee the rights of lesbians, gays, bisexuals, transgender and intersex people, and Law 19/2020, on equal treatment and non-discrimination. The publication is made in accordance with article 112 of Law 26/2010 and article 48 of Law 40/2015.

Five lines of action until 2029

The purpose of the agreement is the inter-administrative collaboration between the Pla d’Urgell County Council and the county’s town councils to promote five programs, corresponding to the annexes of the framework agreement:

  • Network of equality professionals at work (annex 1).
  • Comprehensive care and response system for women in situations of sexist violence and their sons and daughters (annex 2).
  • Deployment of the LGBTI+ Comprehensive Care Service (SAI) network (annex 3).
  • Promotion and deployment of the Women’s Information and Care Service (SIAD) (annex 4).
  • Local projects for the fight against racism and hate speech (annex 5).

The validity extends from the date of signature until December 31, 2029, regardless of whether the funded activities are carried out from January 1, 2026.

Commitments of the parties

The Pla d’Urgell County Council commits, among other obligations, to:

  • Hire a technical expert in equality with accredited training and experience in gender perspective.
  • Comply with and update the care protocol for women in situations of gender violence in Pla d’Urgell.
  • Have emergency accommodation resources available and provide urgent social care.
  • Provide and manage the SIAD and present an organization plan for the service to the Department of Equality and Feminism.
  • Implement anti-racist projects through the funding established by the Department.

The municipal councils of the region, for their part, must enable the necessary spaces to provide the services and assume the maintenance expenses, provide the information required by the governing bodies of the County Council, and contribute to the visibility and dissemination of the campaigns linked to the agreement.

Governance, monitoring and termination

Monitoring will be the responsibility of a Monitoring Commission composed of two representatives from each party, which will meet at least once a year and issue an evaluation report on the previous year. Its functions include communicating the matters discussed in the evaluation commission of the program contract with the Department of Equality and Feminism and agreeing on variations to the services and their amounts.

Causes for termination of the agreement are:

  • The expiration of the term of validity without an express extension.
  • Unanimous agreement of the parties.
  • Non-compliance with the obligations and commitments assumed by any of the signatories.
  • A judicial decision declaring nullity.
  • Notice of termination by one of the parties with a minimum notice of two months.
  • Legal or material impossibility to continue with the object of the agreement.
  • The termination of the program contract signed with the Department of Social Welfare and Family.

Signatories and publication

The agreement is signed by the Illustrious Mr. Carles Albert Palau Boté, president of the County Council of Pla d’Urgell, and the Illustrious Mr. Francesc Balcells i Teixidó, mayor of the City Council of Palau d’Anglesola, representing the two parties. The electronic signature was formalized in Mollerussa and the publication edict is signed by Jordi Martínez Atero, vice president, dated October 6, 2026.

The agreement is of an administrative nature and is governed by its clauses, by Law 40/2015, on the legal regime of the public sector, by Law 26/2010, on the legal regime and procedure of the public administrations of Catalonia, and by Decree 52/2005, on the creation and regulation of the Registry of collaboration and cooperation agreements.

The publication of the agreement provides formal coverage and stability until 2029 for care services for women and LGBTI+ people that reach all municipalities of Pla d’Urgell, and establishes the commitments and funding that the municipal councils must assume year by year.
