Por FactBox Admin

El Pallars Jussà convoca tres places de tècnic d'urbanisme per concurs-oposició

The Pallars Jussà County Council has approved the call and the rules governing the selection process to permanently fill three positions for municipal urban services technician, classification group A1, through a competitive examination process (concurs-oposició), and to establish a job bank. The decision was formalized by Presidency Decree no. 2026-0665, dated November 3, 2026, signed by the president, Ramon Jordana Farré, and is published in full in the Official Gazette of the Province of Lleida no. 212, dated November 5, 2026, with the official reference BOP-2026_0_212_9299 (pp. 1-31).

The process, processed under file 1982/2025 and identified as selection process 1601/2026, affects career civil servant positions included in the public employment offers of 2023, published in the BOP of Lleida on December 14, 2023, and in the DOGC on December 20, 2023. The rules invoke Royal Legislative Decree 5/2015, of October 30, on the Basic Statute of Public Employees, Legislative Decree 1/1997, of October 31, regarding the public function of Catalonia, and Decree 214/1990, of July 30, regarding personnel in the service of local entities, among other regulations.

Three municipal architect positions with a supra-municipal vocation

The job positions require a university degree in architecture or any declared equivalent degree and are considered career civil servant positions, with ordinary weekly working hours based on service needs. The remuneration provided in the rules is as follows:

  • Base salary: €18,358.98 gross per year, in 14 payments.
  • Destination supplement level: 24.
  • Specific supplement: €20,570.90 per year.

The functions include land management, planning, urban management and discipline, administrative intervention in land use, works, urbanism and housing, supervision of supra-comarcal planning and the instruments of the adhering municipalities, the drafting of projects and valued reports, public attention, and advising governing bodies. The text specifies that the tasks will be carried out at the County Council or in the municipalities of the region as determined by agreement.

A 30-point scale and eliminatory examination

The process awards a maximum of 30 points: 20 for the examination phase, which is eliminatory, and 10 for the competition phase. The examination consists of a theoretical multiple-choice test, with five reserve questions and a duration of 70 minutes, and a practical test consisting of two cases with 120 minutes; a minimum of 5 points in each is required to avoid exclusion. The competition phase is distributed as follows:

  • Professional experience: up to 4 points.
  • Academic and complementary training: up to 3 points.
  • Personal interview: up to 3 points.

The Catalan language test is also mandatory and eliminatory, requiring a C1 proficiency level according to Order VCP/491/2009, of November 12, unless a documented exemption is provided. The qualifying tribunal will be presided over by a civil servant or technician of the same qualification group and will consist of two members, one of whom will be designated by the School of Public Administration, in addition to a representative of the workers’ committee with a voice but without a vote.

Fifteen business days to submit the application

The deadline for submitting applications is 15 business days starting from the day after the publication of the call summary in the BOP of Lleida. Applications, according to the standardized model in Annex 3, can be delivered to the general registry of the Council, the Citizen Service Office at Soldevila Street, number 18, Tremp (25620), or through any of the means specified in Article 2.1 of Law 39/2015. The curriculum vitae, qualification, Catalan certificate, and the summary table of merits from Annex 4 must be attached along with the supporting documentation.

The job bank will be constituted by the individuals who pass the competitive examination phase without obtaining a position, ordered by score, and will be valid for two years from its approval. Appointments will be published in the BOP of Lleida, on the electronic notice board, and on the Council’s electronic headquarters, and the assumption of office must take place within a maximum period of one month.

The impact of the call is direct for the small town halls of Pallars Jussà, which depend on regional technical assistance to process licenses, reports, and urban planning files; the stable coverage of three positions and the two-year job bank should allow for a reduction in dependence on interim solutions and delays in municipal processing. The rules end the administrative route and may be challenged by a motion for reconsideration within one month or by a contentious-administrative appeal within two months before the Contentious-Administrative Court of Lleida.
